A -- EXPERIMENTAL, DEVELOPMENTAL TEST AND RESEARCH WORK Sol SPO900-96-R-1000, POC Contract Specialist, Barbara Coyle (513) 296-8564, Contracting Officer, Cheryl Montoney (513) 296-8564. Establishment and Operation of the Department of Defense (DoD) Advanced Materials and Processes Technology Information Analysis Center (AMPTIAC) to be awarded for a three (3) year period with an option to extend for an additional two (2) year period. The contractor shall be responsible for the collection, review, analysis and dissemination of the AMPTIAC information and data within the scope of the AMPTIAC. Primary users are scientists, engineers, and technicians engaged in scientific and engineering programs for DoD. Other users include other U.S. Government Agencies and their contractors and the Private Sector consistent with security and other limitations of the Center's information. This contract will implement a decision to consolidate the four materials IACs into one contracted-IAC, AMPTIAC, with separate components which will encompass the coverage under the current Ceramics Information Analysis Center (CIAC), High Temperature Materials Information Analysis Center (HTMIAC), Metals Information Analysis Center (MIAC) and Metal Matrix Composites Information Analysis Center (MMCIAC). The coverage of advanced materials and processes technology has been arranged to be most responsive to DoD needs and current technology taxonomies. The AMPTIAC will consist of the following components: metals, alloys and metal matrix composites; ceramics and ceramic matrix composites; organic structural materials and organic matrix composites; electronic/optical/photonic materials and special function materials. The AMPTIAC shall concern itself with all Scientific and Technical Information (STI) aspects of identified of potential military, national and security-related and dual use applications of advanced materials and processes technologies, as well as the development of tools and techniques for the collection, analysis and dissemination of advanced materials and technology STI. AMPTIAC is also concerned with the economic aspects of the advanced materials and processes technology industry, economic considerations with respect to selection of techniques and processes and industry trends in applying current safety monitoring and failure prevention of in-service material. AMPTIAC shall concern itself with advanced materials and processes technology science and technology as related to information, documentation, databases, model repositories, analyses, training, laboratory studies, testing, data synthesis, hardware and software. In addition, the AMPTIAC shall concern itself with areas of advanced materials and processes technology STI applicable to the DoD Research, Development, Test and Evaluation (RDT&E) Acquisition communities' needs. The STI requirements include, but are not limited to evaluation of conventional and non-traditional advanced materials and processes technology techniques, application of techniques to identified problems, evaluation of problem requirements, evaluation of economic impact, manufacturing process development and improvement, development of computational techniques and hardware, special test equipment and techniques, analytical test techniques, design criteria, maintenance requirement support, reliability improvement, support of acquisition decisions, technology specification and standards, quality control measurement techniques, training and technology transfer, data analysis and materials characterization. The contractor must have the capability to prepare authoritative technical reference works including technical handbooks, State of the Art reports, critical reviews, technology assessments, and respond to technical and bibliographic inquiries. Sources must have the capability of a full-service Information Analysis Center with immediate access on an as needed basis to scientific and engineering expertise in the range of subjects and disciplines within the Center's scope of work and whose experts' primary assignments are research and development in the required disciplines. Data collection and analysis in a laboratory or under field conditions may be required during the performance of technical area tasks. The estimated issue date for solicitation SPO900-96-R-1000 is 19 Jan 96. A pre-proposal conference will be scheduled at the Defense Electronics Supply Center approximately two weeks after release of the solicitation. Time and exact location will be announced in the solicitation. The closing date will be approximately 45 days after the date of issue. No further announcements regarding this solicitation are anticipated. All responsible sources may submit a proposal which will be considered for award by the Defense Logistics Agency. (348)
