The Department of Army requires forty (40) each DNE Technologies, Inc. Time Division Multiplexers, PN: 2048AT-16, delivered F.O.B. destination, Vint Hill Farms Station, Warrenton, VA within 45 days after date of contract award. The Government requires NDI/COTS Time Division Multiplexers accredited by the National Security Agency (NSA) to pass multiple levels of secure data across a single communications path, to provide as GFE to the prime TROJAN SPIRIT II contractor. Negotiations are intended on a sole source basis with the manufacturer of the 2048AT-16 multiplexer, DNE Technologies, Inc. pursuant to FAR 6.302.1(b)(2), because the 2048AT-16 is the only multiplexer currently accredited by NSA to pass multiple levels of secure data across a single communications path, the 2048AT-16 multiplexer is proprietary to DNE Technologies, Inc., and the Government does not possess rights to technical data (drawings or specifications) adequately defining the form, fit and function of the item to evaluate or procure any other item on a competitive basis.
