AND WATER COMMISSION, U.S. SECTION, SOUTH BAY INTERNATIONAL WASTEWATER

requirement, originally synopsized June 27, 1994 under RFP 95-1, has
been changed to RFP 96-11. The International Boundary and Water
Commission, United States and Mexico, U.S. Section (USIBWC) has a
requirement for a firm-fixed price contract for operation and
maintenance (O&M) non-personal services for the South Bay International
Wastewater Treatment Plant (SBIWTP) and appurtenant facilities which
are being constructed near the intersection of Monument Road and Old
Dairy Mart Road in southern San Diego County, California. The SBIWTP
will be a 25 MGD advanced primary wastewater treatment plant which is
designed to treat wastewater originating in the City of Tijuana, Baja
California, Mexico. Solids handling will be by means of lime stabilized
sludge, which will be transported to Tijuana daily by others. The
Contractor shall be responsible for providing the personnel, supplies,
equipment, and outside testing services necessary for operation and
maintenance of the SBIWTP for a basic performance period of one year
with four (4) one year options to extend the term of the contract.
Tentative dates for issuing and receipt of proposals for RFP 96-11 are
January 9, 1996 and March 12, 1996, respectively. A pre-solicitation
conference will be held within two (2) weeks after issuance of RFP.
Requests for receipt of RFP 96-11 must be submitted in writing by
January 4, 1996 to the International Boundary and Water Commission,
U.S. Section, Attn: Sherry Brinkley, The Commons, Building C, Suite
310, 4171 North Mesa, El Paso, Texas 79902. Firms that originally
requested a copy of the solicitation should advise this agency if they
wish to receive a copy of RFP 96-11. Award of any resultant contract
is subject to funds availability. When calling to be considered as a
potential source be prepared to state name, address, and solicitation
number. All responsible sources may submit an offer which will be
