This Center intends to procure, on a Sole Source basis, from the following firm, Blackhawk Management Corporation, for the following goods or services: The Blackhawk Management Corporation previously completed concept development of a one-page approach to management of the High Speed Research (HSR) Airframe project subelements. During the concept development phase, support services were provided regarding the objectives of the concept as related to establishing a baseline plan and developing strawman one-page plans for each of the seventeen subelements. The Contractor shall: 1) Provide services to encompass baseline plan revision and plans vs. performance procedures. 2) Provide services for developing final plans for FY 1996 through FY 1998 which reflect the results of PCD 2 project decisions made in October 1995. 3) Provide services for developing earned value data to support the first quarterly plan vs. actual review in January 1996. This procurement is being conducted under the Simplified Acquisition Procedures.
