AC315-330-1953. During a 24 month period, the contractor shall
investigate state of the art applications for related technologies
regarding computer voice understanding and natural language
understanding. This will be followed with the design of an architecture
which incorporates and generalizes required functions performed by
current applications of integrated Speech Reconciliation and Natural
Language Understanding. A set of tools for tailoring and integrating
the architecture for domain independent applications will be developed.
These tools will be tailorable by the end user and will be designed
assuming the end user has little or no knowledge of the technologies
being applied. An initial demonstration will be performed for the users
at the Rome Laboratory (RL) Intelligence Information Processing
Facility (IIPF) testbed. Feedback from the users, determined as
improvements, will be incorporated into the next demonstration. Several
domains, applications and databases will be explored. Final testing and
training will take place in the IIPF testbed. A read library containing
technical information relating to this acquisition is available for
review by potential offerors at Rome Laboratory/IRDS, Building 240,
Rome NY 13441-4114. Appointments for access may be made by contacting
Dan Vintimiglia, 315-330-3222 at least 72 hours in advance. The library
contains technical data subject to export control. Prior to review,
potential offerors must submit a copy of an approved DD Form 2345,
''Military Critical Technical Data Agreement'', along with a letter
from the Data Custodian designated on that form, authorizing access by
whomever will be reviewing the library, to ATTN: Dan Vintimiglia, Rome
Laboratory/IRDS, Building 240, Rome NY 13441-4114, or faxed to his/her
attention at 315-330-3913. The successful contractor may receive
and/or generate technical data subject to export control in the
performance of the contract. Therefore, prospective offerors must
provide a completed and approved DD Form 2345 which certifies the
offeror is on the Certified Contractors Access List (CCAL) or the
offeror is seeking application to CCA. The successful offeror must have
a completed and approved D Form 2345 prior to award. For further
information on CCAL, contact the Defense Logistic Service Center at
1-800-352-3572. The RFP will be released no sooner than 2 Jan 96.
Secret clearances will be required for performance. An Ombudsman has
been appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions, such as clarifications of the Statement of Work or
the terms and conditions, are not considered to be ''significant
concerns'' and should be communicated directly to the Contract
Specialist, William J. Turczyn, phone 315-330-1953. The purpose of the
Ombudsman is not to diminish the authority of the contracting officer
or program manager, but to communicate contractor concerns, issues,
disagreements and recommendations to the appropriate Government
personnel. The Ombudsman for this acquisition is Vincent Palmiero,
Chief, Policy and Management Division, at 315-330-7746. When requested,
the Ombudsman will maintain strict confidentiality as to the source of
the concern. The Ombudsman does not participate in the evaluation of
proposals or in the source selection process. No telephone requests for
the solicitation will be honored. All requests must be addressed to the

code I-6-4307-Z, and contain the respondent's Commercial and Government
Entity (CAGE) code. All responsible sources may submit a proposal in
