Martin, (202)565-8004 The Department of Veterans Affairs (VA) is seeking sources to provide national electronic data interchange (EDI) support services consisting of mail store and forward services as well as value added services such as translation of propriety carrier formats. VA data will consist of health care claims information and will originate as formatted electronic transactions from the VA's Austin Automation Center and be processed and transmitted by the contractor to VA's trading partners in the health care insurance industry. Trading partner data will consist of remittance advice data. It is the intent of VA to transmit the information using ANSI X.12 transaction sets. Initial efforts will concentrate on the 837 and 835 transaction sets; however, as other transaction sets are developed it is VA's intent to develop these sets. Should a trading partner be unable to meet ANSI X.12 standards, consideration will be given to proprietary formats and/or paper transmission. Specific services include: a. receive and retransmit formatted insurance claim data conforming to the ANSI X.12, 837 transaction set; b. electronic confirmation of delivery of the claim and confirmation of acceptance of claims by the trading partner; c. carrier payment using Electronic Funds Transfer conforming to Treasury procedures for the National Automated Clearing House transaction, provide the Explanation of Benefits data using the 835 transaction set; d. hard copy (UB92 and HCFA 1500) of claims transmitted by the AAC to the health insurance carrier within twenty-four hours; e. provide a schedule allowing transmission of claims during a minimum of 16 hours each day. In response to this sources sought, please provide detailed information as to your firm's capability of providing this service (currently and historically) including the price structure for the services provided.
