011-49-631-353-9145. The U.S. Air Force requires operations and
maintenance (O&M) support for communications systems at manned and
unmanned sites in the United Kingdom. Manned sites in the United
Kingdom include RAF Uxbridge, RAF Mildenhall, and RAF Lakenheath.
Unmanned sites in the United Kingdom include: RAF Barkway, RAF Botley
Hill Farm, RAF Dunkirk, RAF Daws Hill, RAF Cold Blow, RAF Swingate, RAF
Bovington, RAF Christmas Common, RAF Daventry, RAF Chelveston, and RAF
Molesworth. FY97 requirements will be for wideband O&M at all sites
and systems control O&M at RAF Uxbridge only. FY98 through FY01 options
will continue the FY97 requirement above as well as add systems control
O&M at RAF Lakenheath and Mildenhall. The O&M effort will require the
contractor to perform both scheduled and unscheduled maintenance of
equipment, and have the ability to deploy mobile maintenance teams.
Contractors will also be required to provide job control, planning &
scheduling, and material control support. The security requirement for
the offeror awarded the contract is U.S. Secret. A 3-month phase-in
period is projected beginning 1 July 1996, with basic contract
performance beginning 1 October 1996. A 3-month phase-in period will
also be included in the FY98 option for RAF Lakenheath and Mildenhall
systems control O&M, if exercised. The acquisition will be conducted in
accordance with two-step sealed bidding procedures as specified in FAR
14.5. Step 1 will require submission of a technical proposal.
Projected request for technical proposals is 31 January 1996. Step 2
will request submission of sealed bids to those found ``technically
acceptable'' in Step 1. A firm fixed price contract will be awarded to
the responsible, responsive offeror who submits the lowest priced
technically acceptable offer. A pre-proposal conference, site visit,
and access to the technical library is tentatively scheduled for 19-13
February 1996 at a to be determined location in the United Kingdom.
Please provide the company name, attendee's names, social security
numbers, security clearances, and passport numbers of any individuals
planning to attend the pre-proposal conference and/or the site visit to
this office not later than 5 February 1996. Note: A maximum of three
(3) representatives per company are authorized to attend the
pre-proposal conference and site visit, and it is requested that only
U.S. citizens attend. All responsible sources may submit an offer. No
verbal request for the solicitation package will be accepted. To
expedite handling of solicitation documents, offerors may provide this
office with an express mail service account number (ie. Federal
Express No., etc.) which will be utilized; otherwise first class U.S.
