258-2904. It is NASA Dryden Flight Research Center's intent to solicit
and negotiate under the authority of 10 U.S.C. 2304(c)(1) with only
one source, the Lockheed Corporation, to acquire maintenance and
technical services support of flight operations of two NASA and one
U.S.A.F. ER-2 aircraft. The effort will be performed at NASA Dryden
Flight Research Center, Edwards, CA. The proposed procurement will
require the Contractor to provide all necessary resources to perform
the following: planning and flying missions from both domestic and
overseas sites to collect scientific data; maintaining, both on-site
and off-site while aircraft are deployed, in accordance with all
applicable U.S.A.F. Technical Orders, Manufacturer Service Bulletins;
modifying services, including but not limited to repairing and or
modifying the electrical system, hydraulic system, aircraft structure,
pneumatic system, flight controls (including rigging), avionics
(communication, navigation, auto pilot), flight performance and
attitude reference instruments, engine and accessories installation,
fuel system and aircraft servicing; procuring and/or subcontracting for
parts, spares, repairs, overhauls, modifications and related
materials/services for the aircraft, life support equipment, sensors
and/or ground support equipment; providing pre-deployment support for
deployed flight operations; engineering design and manufacturing of the
structural and electrical installation of investigator's experimental
hardware into the ER-2 aircraft; maintaining air worthiness
responsibility; maintaining and modernizing certain electrical,
electronic, mechanical and aircraft systems associated with the ER-2;
providing electrical and electronic engineering support; providing
mechanical engineering support for the analysis and/or design and
manufacturing of mechanical systems associated with installation of
experimental hardware or modifications for the ER-2 aircraft;
developing, managing, and implementing configuration control processes.
In addition, the Contractor will be responsible for providing
non-routine ER engineering support, consisting of, but not limited to,
engineering modifications involving primary aircraft structures;
stress analysis of aircraft structures; technical guidance to program
managers; general design support for items such as experimenter
equipment, special ground support equipment and all aircraft
subsystems. Effort is expected to start beginning of FY 1997. Period of
performance will consist of one-year basic and four one-year options.
This notice is not a request for proposals. Interested firms shall
submit information supporting their ability/capability to fully meet
the requirement within 15 days of publication of this notice. See
