U.S. Army Medical Research and Materiel Command is currently developing
reactive topical skin protectants (rTSPs) to provide protection to
soldiers who may be exposed to chemical warfare agents (CWAs) on the
battlefield. Proposals addressing the identification and synthesis of
reactive (stoichiometric and/or catalytic) materials capable of
neutralizing one, or preferably more than one CWA, e.g., the vesicating
agent sulfur mustard (HD), the ''G'' nerve agents soman (GD), sarin
(GB), tabun (GA), and the nerve agent VX, when incorporated into a base
cream containing perfluorinated alkylpolyether oil and
polytetrafluoroethylene particulates are of interest. The final
formulation of reactive material and base oil will be applied to human
skin and must prevent the penetration of CWA to the skin and avert the
toxic effects of skin contact with CWAs. The base cream formulation has
already been demonstrated to provide a physical barrier against CWAs.
The reactive materials to be incorporated must enhance the barrier
effect by chemically neutralizing the CWAs before the barrier is
penetrated. The final formulation should have reasonable cost, be safe
and nonirritating, chemically stable, demonstrate rapid kinetics, and
have acceptable user characteristics. Successful proposals must
contain a viable concept for development of reactive materials and
demonstrate a logical sequence of steps to identify, synthesize, and
formulate these reactive materials into a final product of the type
described above. Efficacy testing will be conducted by the U.S. Army
Medical Research Institute of Chemical Defense (USAMRICD). Contact the
