Michelle Bertoline, Contract Specialist 215-656-6914. The U.S. Army
Corps of Engineers intends to procure two workboats for use in support
of lock and dam maintenance efforts at Huntington District. The
vessels to be acquired shall be self-propelled, twin-screw, diesel
powered workboats of all welded steel construction. Each vessel shall
have two engines with a minimum continuous rating of 200 Hp each. The
dimensions of the vessels shall be between 40 and 50 feet in length,
with a beam of approximately 18 feet. The maximum draft of the vessel
shall not exceed 5 feet, 6 inches. The vessels shall not be classed by
either American Bureau of Shipping (ABS) or U.s. Coast Guard (USCG);
however, some specific components of the vessel, such as tailshafts,
propellers, and steering gear, shall be certified by ABS. Although not
classed by ABS or USCG, both vessels shall be constructed to ABS,
USCG, and other marine construction regulatory standards. Testing will
be required and must be performed in open water prior to delivery. The
acquisition utilizes the Two-Step Formal Advertising Method prescribed
in Subpart 14.5 of the Federal Acquisition Regulations. Step One
consists of submitting technical technical proposals. The technical
proposals will be evaluated to determine that: 1. The proposal is
numbered, dated and signed by a Corporate Officer; 2. The proposal
contains all the data and information required by Part III, ``Proposal
Requirements''; 3. The vessel is within the range of physical
dimensions of Part II; 4. The proposal hull form is an existing design
with proven performance, suitable for and capable of operating safely
in the service and conditions outlined in the Design Criteria, or is
based upon a significant body of credible research; 5. The proposal
contains an adequate plan for the Evaluation Team to witness operation
of the proposed vessel hull and verify performance; 6. The vessel
meets all the design criteria of Part II of this RFTP; 7. Simplicity of
construction and ease of maintenance are apparent in all features; 8.
All machinery and equipment applications are appropriate for the
intended service and represent machinery currently in production and in
use in other similar service; 9. Pilothouse and control locations are
such that the operator has unobstructed visibility about the vessel,
particularly when underway; 10. Superstructure arrangement and headroom
provide adequate work space; 11. ``First Class'' workboat practice is
apparent in all aspects of design. The technical proposals shall not
include prices or pricing information. Step One will be made available
on or about 10 January 1996 with Technical Proposals due by C.O.B. 9
February 1996. In the Second Step, 1. Only bids based upon technical
proposals determined to be acceptable, either initially or as result of
discussions, will be considered for award, and; 2. Each bid in the
Second Step must be based on the bidder's own technical proposal. 3.
Offerors should submit proposals that are acceptable without additional
explanation or information; 4. The Government may make a final
determination regarding a proposal acceptability solely on the basis of
the proposal as submitted, and 5. The Government may proceed with the
Second Step without requesting further information from any offeror;
however, the Government may request additional information from
offerors of the proposals that it considers reasonably susceptible of
being made acceptable, and may discuss proposals with their offerors.
A notice of unacceptability will be forwarded to the offeror upon
completion of the proposal evaluation and final determination of
unacceptability. Only one technical proposal may be submitted by each
offeror. Step Two will be accomplished by Sealed Bid Procedures. This
