The Ohio Army National Guard requires MULTIDISCIPLINARY
ARCHITECT-ENGINEER INDEFINITE DELIVERY SERVICES for environmental
services, specifically underground storage tank remediation activities
mandated under the Ohio Administrative Code (OAC) 1301:7-9-13.
Services will include, but not be limited to: (1) Type A Investigative
Services, consisting of (a) performing field surveys, investigations,
inspections, and data collection as necessary to support the design
and implementation of remedial action technologies and systems; (2)
Type B, (at the option of the government), consisting of accomplishing
a complete design based on the government statement of work for each
project; and (3) Type C Construction, Inspection and Testing Services
(at the option of the government). Prospective A-E firms will be
evaluated in accordance with the following criteria, which are listed
in order of importance. Selected A-E will best meet these
qualifications: (1) professional qualifications necessary for
satisfactory performance of required services, including geologist,
civil engineer, environmental engineer, chemical engineer and
mechanical engineer; (2) specialized experience in the design of
remedial action best available technologies (BAT) and remediation
systems; (3) capacity to accomplish the work in the required time; (4)
past performance on contracts with government agencies and private
industry in terms of cost control, quality of work and compliance with
performance schedules; (5) location of the firm; and (6) the volume of
work previously awarded the firm by The Department of Defense (prime
firm or all joint venture firms should include a statement, based on
the 12 months prior to this submission, which lists the contracts and
gives the amounts for DOD contracts awarded to the firm, delivery
orders processed for indefinite delivery contracts, and DOD fees paid
against these contracts and delivery orders). (7) consideration to
which contractor utilizes small businesses, small disadvantaged
businesses, historically black colleges and universities, or minority
institution performance of the contract, whether as a joint venture,
teaming arrangement, or subcontractor. (8) demonstrated success in
prescribing the use of recovered materials and achieving waste
reduction and energy efficiency in facility design. Firms responding to
this announcement should submit a current STANDARD FORM 254, U.S.
Government A-E Questionnaire; and STANDARD FORM 255, A-E and Related
Services Questionnaire, to the Contracting Officer. A current STANDARD
FORM 254 and 255 should be submitted for each consultant or joint
venture firm. On each STANDARD FORM 255, firms with more than one
office must indicate the location of the office in which work will be
performed and the staff composition of that particular office. All
responsible firms responding to this announcement with all required
information before the response date will be considered for the
selection. The contract will have a minimum guaranteed fee of
$5,000.00, a maximum fee limit of $95,000.00, a contract time of one
year, and an option for a one year extension for an additional
