A -- NATIONAL MISSILE DEFENSE (NMD) PENETRATION AIDS PROGRAM POC Dianne Trimble, CSSD-CM-CN, (205) 955-1187, Donald C. Reesman, Contracting Officer, CSSD-CM-CN (205) 955-1187. The U.S. Army Space and Strategic Defense Command (USASSDC), Targets, Test and Evaluation Directorate, is seeking industry capabilities for the National Missile Defense (NMD) Penetration Aids Program. The objective of this effort is to provide NMD penetration aids (penaids) design and development, testing, fabrication, characterization, integration and mission support to USASSDC in support of the Ballistic Missile Defense Organization (BMDO) Consolidated Targets Program. The contractor will be required to provide all tasks necessary to design, develop, instrument and fabricate eighteen (18) Canisterized Light Replicas (CLRs), nineteen (19) Canisterized Traffic Balloons (CTBs), associated ejection/release systems and support equipment. Also included in this effort is integration support to the NMD Targets Program prime contractor and launch services agency/contractor(s) during payload integration into the payload deployment system and onto the missile system, respectively. The payload deployment systems will be launched by Minuteman II missile systems. All target systems will be launched from Western Range (WR), Vandenberg Air Force Base, CA, into reentry points near the Kwajalein Missile Range (KMR). The launch operations performed by the other agency/contractor(s) will begin in third quarter Fiscal Year (FY) 1998. The period of performance for this effort will be fifty-four (54) months for support of four (4) missions plus one (1) twelve (12) month option for support of two (2) missions. A SECRET/NOFORN facility clearance will be required for this effort. It is anticipated that foreign participation will not be allowed. Interested firms should submit a summary of their qualifications and a letter indicating their intent to submit a proposal within fifteen (15) days of the publication date of this notice. Such letter should be addressed to USASSDC, ATTN: CSSD-CM-CN/Dianne Trimble. Firms responding are requested to include the necessary security information regarding their facility clearance and indicate whether they are a small business, small disadvantaged business, educational institutio, other non-profit institution or large business. The applicable SIC code and size standard for this acquisition is 8731 and 1,000 employees.
