505/846-4987. F--ADDITIONAL INFORMATION: (1) Anticipated Period of
Performance: The total length of the technical effort for both the
basic and option portions shall not exceed 24 months. The basic effort
shall not exceed 12 months. The option shall be for the remaining
months up to a total of 24 months for both the basic and option
efforts. The contractor shall also provide for an additional three
months for processing/completion of the final report. (2) Anticipated
Award Date: The award date for the initial submission of proposals is
estimated to be 01 Apr 96. Any awards for subsequent proposals will be
on a semi-annual basis. (3) Government Estimate: The government
anticipates approximately $3M for contract award(s). FY 96 funds apply
to this requirement. No award will be made until FY 96 funds are
received. If funding is not obtained, all offerors will be notified and
the PRDA will be rescinded in the CBD. (4) Type of Contract: Cost Plus
Fixed Fee, Completion. (5) Security Requirements: None. (6) Other
Special Requirements: (a) International Trade in Arms Restrictions may
apply. Offerors must have appropriate ITAR clearances. (b) Offerors
may need to access or generate export-controlled technical data (see 10
USC 130) to perform the SOW. To be considered a responsible contractor
under this acquisition, the offeror must be currently certified and
registered by the United States/Canada Joint Certification Office,
Defense Logistics Services Center, Federal Center, Battlecreek MI, USA
49017-3084, 1-(800) 352-3572. The offeror is required to submit a copy
of the certified DD Form 2345, Military Critical Technical Data
Agreement with their proposal. Failure to submit this certification may
result in non consideration for award. (7) Government-Furnished
Property/Contractor Acquired Property is contemplated for this effort.
If your proposal incorporates requirements for materials, special test
equipment, special tooling, and/or agency peculiar property, strong
justification must be included which supports why it i in the
government's best interest to provide each of these proposed property
items. Each proposed item must reflect the applicable type of property
category among the four acceptable categories shown above and how it
meets the FAR 45.101/45.301 definition for each category. (8) Size
Status: For the purpose of this acquisition, the size standard is 1000
employees (SIC 8731). Firms responding should indicate whether or not
they are a socially and economically disadvantaged business, a
woman-owned business, a large business, other small business,
Historically Black College or University, minority institution,
educational, or other nonprofit organization. (9) Notice to
Foreign-Owned Firms: Such firms are asked to immediately notify the Air
Force, point cited below, upon deciding to respond to this
announcement. Foreign contractors should be aware that restrictions may
apply, which could preclude their participation in this acquisition,
with the exception of those from foreign governments who have an
international agreement with BMDO or USAF in this technology area.
Furthermore, foreign contracts are limited to efforts involving
research, state-of-the-art studies, and engineering or technology
studies that do not produce deliverable material, devices or systems
that require Government test and evaluation for acceptance. PRDA
CONTACT POINTS: An ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to address concerns during the
proposal development phase of the acquisition. When requested, the
Ombudsman will maintain strict confidentiality as to the source of the
concern. The Ombudsman does not participate in the evaluation of
proposals or in the source selection process. Potential offerors should
use established channels to request information, pose questions, and
voice concerns before contacting the ombudsman. For serious concerns
