Facilities Service Office intends to award one or more Construction
Management Support Service Contracts that may include support for
United States Postal Service Architectural Barriers Compliance Program
(Handicap Accessibility), which will be for a two-year base with
three, one-year renewal options. Work orders will be negotiated and
issued as individual projects. Responses are desired from construction
management firms who can perform technical evaluation of a subjective
nature and are not subject to precise quantification's. Accordingly
selection will depend to a limited degree on the adequacy and
completeness of information submitted in response to the solicitation.
The Postal Service has assigned evaluation values to each of the
elements, listed below, in lieu of assigning values to each item within
an element. Thus, the greater the degree of your firm's experience, as
reflected in your response to the various data elements, the greater
chance to amass a higher technical point. Technical Evaluation Factors:
a) Construction Management Experience (30 points); b) Personnel
Qualification Standards (20 points); c) General Summary of Requirements
(10 points); d) Management Approach (10 points); e) Staffing and
Resources (10 points); f) Technical Engineering/Architectural Expertise
(10 points); g) Claims Expertise (5 points). and h) Minority Business
Enterprise Participation (5 points). Evaluation of proposals shall be
a two-step process, wherein, all Cost Proposals shall remain unopened
and safeguarded until all Technical Proposals have been evaluated.
Where it is deemed necessary in order to complete the technical
evaluation process, the evaluation committee may visit Offeror's
facilities for the purpose of further determinations relative to any
aspect of information furnished in response to the solicitation.
Normally, one week notice will be given prior to any office visit. Only
those firms whose Technical Proposals are determined to be within the
competitive range technically will be identified to the Contracting
Officer. The Technical Proposal will be evaluated by a USPS committee
of no less than three members. The technical evaluation is ranked
without regard to the cost of the proposed services. Each Technical
proposal will be ranked numerically by each evaluator, using the
factors and point values as shown above. Upon establishment of the list
of firms whose Technical Proposal are within the competitive range
technically, their Cost Proposal will be opened. Both Technical and
Cost Proposals will be used to determine the final selection. It is
prohibited to pay any fee, commission, percentage, or brokerage fee to
any person or firm contingent upon or resulting from award of a
contract for this solicitation. No other general notification for this
