Philadelphis intends to acquire through other than full & open competition, on a sole source basis with Hughes Aircraft Company, Product Support Division, Long Beach, CA, Contractor Engineering and Technical Services (CETS) by qualified personnel for the purpose of informing, instructing and training Department of the Navy Personnel in the installation, operation and maintenance in support of the F-14 Aircraft Program, as well as the F-18 program. The proposed procurement consists of seven (7) tasks. Each task will be for twelve (12) man months starting 01 July 96 and ending 30 June 97. The tasks will also contain one (1) twelve-month option period for a total of one hundred sixty-eight (168) man months. This effort will be covered by a new contract or a provisional extension to the existing contract. This period covers the Government's minimum needs. The solicitation will contain specifications for Contract Field Services (CFS) and Contract Maintenance Services (CMS)representatives as appropriate. Services will be at the Depot, Intermediate and/or Organizational level, as specified. The places of performance are various as specified in the solicitation. The solicitation will contain specification and qualifications for the types of services required. An IDIQ Labor Hour contract is anticipated. All responsible sources may submit a proposal which shall be considered by the Naval Regional Contracting Center. The solicitation will require the submission of cost/price and technical proposals.
