The 38th Engineering Installation Wing is performing market research to identify sources for an upcoming requirement for overseas engineering and installation services. Two Command, Control, Communication, and Computer (C4) Outside Continental United States (OCONUS) Services Contracts are planned. One will be for the European Theater and one for the Pacific Theater. The purpose of the C4 OCONUS Services Contracts is to provide for the capability to Engineer, Furnish incidental materials, Install and Test (EFI&T), and provide support construction for a wide range of C4 Systems within the European Theater and Pacific Theater to support the 38 Engineering Installation Wing (EIW) and the European Theater/Pacific Theater customers. The contracts will also provide stand-alone support construction for Base Intrusion Security Systems (BISS), Advanced Entry Control System (AECS), and Tactical Advanced Security System (TASS) requirements in both theaters. Except for Government Furnished Property (GFP), the contractor shall furnish all labor, tools, equipment and material necessary to accomplish the requirements. The contractor may be installing GFP in support of an installation. We anticipate release of the draft RFP on or about the 1st of February. The contract term shall be for a base one year period with one year option period. Sources may request to receive acquisition information on diskette or hard copy. Any interested vendor must submit their written request to be included on the C4 services mailing list. All sources responding must indicate if they are a large or small, disadvantaged and/or woman-owned business. Additionally, indicate if they are U.S. or foreign-owned/controlled. For this synopsis, a concern will be considered small if its average annual income revenues over the past three years have not exceeded $7.5 million. Typical C4 Systems projects will include but not be limited to: Flight Facility Systems - VHF and UHF air to ground radio, microwave point-to-point, radar approach control, navigational aids, radio/landline switches & automation systems for RAPCONs and control towers, RAPCONs, runway supervisory units, weather, distance measuring equipment, beacons, instrument landing, and automated landing, RF Communication Systems - HF, VHF, UHF air to ground and point-to-point radio, microwave point-to-point, fixed ground based satellite terminals, video teleconferencing, and radio/landline switches for Command Posts, Network Systems - Local area networks (including hubs, routers, bridges, file servers, print servers, building distribution, etc.), Campus area networks (including fiber optic, wireless and wired), Wide area networks (including Defense Data Network, T-1 Carrier, ATM, etc.). Typical networks include but are not limited to: Ethernet, Fiber Distributed Data Interface (FDDI), Asynchronous Transfer Mode (ATM), Transport Control Protocol/Internetwork Protocol (TCP/IP), Novell Netware, Banyan Vines, Microsoft New Technology (NT), Switching Systems - telephones, public address, voice and data transmission, video conferencing, Security Systems - intrusion detection, perimeter, access control, BISS/AECS/TASS, Distribution Systems - inside and/or outside cable plant, fiber optic and/or copper cable.
