issuance of a DRAFT solicitation. The Department of Defense is
soliciting government and industry comments to a draft solicitation for
official and leisure travel services which incorporates the DoD
reengineeringtravel system concepts. Under the concept of operations,
the objective is for the contractor to provide seamless, integrated
travel services that meet the needs of travelers to include operation
of a full-service travel entity capable of providing reservations and
ticketing for transportation; reservations for rental vehicles,
government quarters, hotels, motels; passport service; availability
determinations for government quarters and dining facilities; and a
should cost estimate for each proposed government travel requirement.
The contractor shall provide travel voucher prepara-tion capability, to
include trip transportation, lodging and per diem expenses. It must
contain logic to allow computation of travel entitlements for privately
owned vehicle travel and identify the number of travel days authorized,
based on distance traveled, and compare costs mode-to-mode. This
information is to be provided through integration of DoD travel and
transportation entitlements and locality per diem rates into a single
continuous automated data flow. Any software must include interfaces
with commercial travel office reservation systems and must have
capabilities to store and access policies governing DoD transportation,
lodging, and use of government dining facilities. The system must be
capable of interfacing with government transportation and billeting
reservations systems. For official travel, charge cards, centrally
billed accounts, and U.S. Government transportation requests (GTR) are
forms of payment that must be accepted by the contractor.
Reconciliation of centralized bill accounts and any resultant financial
management problems shall be the responsibility of the contractor.
Target system is single source data entry with a totally paperless
process containing embedded policy compliance checks and internal
controls. It must allw DoD organizations to access data and extract
specific information. The following will remain government functions:
authorizing expenses, approving expenses, final accounting, and random
audit. The contractor shall provide to those locations that do not
have electronic capabilities travel services through paper processes or
other means. The travel services required under the concept of
operations pertain to pre-travel, during travel, and post travel
phases. The contractor shall provide world-wide 24-hour, 365 day per
year Toll-Free HELP phone numbers for enroute itinerary changes and
emergency service. For leisure travel, the contractor shall provide a
full range of leisure travel services for DoD personnel and eligible
patrons located in the applicable DefenseTravel Region. The Draft
statement of work is the proposed standard for DoD. Anysubsequent
solicitations will define the regions to be covered by each. A
pre-solicitation conference is planned. The specific date, and location
of the conference and agenda will be includedin the draft solicitation
cover letter. Attendance at the pre-solicitation conference is urged.
The capacity of the facilities to be used to host the pre-solicitation
conference by the Government will be based on the number of contractors
indicating their desire to attend. Therefore, it is imperative that
each contractor indicate the number of individuals, per company, who
will attend. Attendance shall be at the contractor's expense. The draft
solicitation will be available electronically through FTP address

is the user's e-mail address. Contractors who do not have this
capability may request a hard copy of the draft solicitation in
writing. Facsimile requests, submitted via (703) 681-5714, are

HQ MTMC address. The anticipated release date of the draft
solicitation is on or about but no earlier than 5 December 1995.
