C -- ANTIMANO CORRIDOR TRANSPORTATION PROJECT FEASIBILTY STUDY IN CARACAS, VENEZUELA DUE 011096 POC Carol Stillwell, USTDA, Room 309, SA-16, Washington, D.C. 20523-1602, Tel: (703) 875-4357, Fax No.: (703) 875-4009 The Fondo Nacional de Transporte Urbano (FONTUR) invites the submission of qualification and proposal data (collectively referred to as the ''Proposal'') from interested U.S. firms which are qualified on the basis of experience and past performance to perform a project feasibility study for the Antimano Corridor in Caracas, Venezuela. The objectives of the study are to evaluate traffic improvement and demand management options in the Corridor in order to reduce traffic congestion, travel time, air pollution, and user costs. A baseline description of current traffic conditions will be compared against observations which will be made during the implementation of the project. These before/after comparisons will assist FONTUR in evaluating the costs and benefits, as well as the effectiveness of demonstration measures considered. Specific tasks will include the following: (1) Establish baseline information; (2) Identify traffic improvement measures; (3) Identify infrastructure improvements; (4) Identify equipment needs and prepare procurement specifications; (5) Prepare staffing plan for implementation and monitoring; (6) Prepare implementation time table; (7) Assist in implementation and monitoring; (8) Conduct cost/benefit analyses; (9) Prepare final report. A background information package, including a Definitional Mission report, TDA nationality requirements, a copy of the grant agreement between TDA and FONTUR, and a model services contract is available from the U.S. Trade and Development Agency (''USTDA''), Room 309, SA-16, Washington, DC 20523-1602. Requests for the background information package should be faxed to the IRC, USTDA (fax: (703) 875-4009). Please include: your name, company name, address, and telephone number. No telephone requests will be honored. If you would like the report sent to you via courier delivery service, include the name of the courier company and your firm's account number. Only U.S. firms and individuals may bid on tis USTDA-financed activity. Interested firms, their subcontractors, and individuals (including employees of such firms and subcontractors) must qualify under USTDA's nationality requirements as of the due date for submission of qualifications and proposals and, if selected to carry out the USTDA-financed activity, must continue to meet such requirements throughout the duration of the USTDA-financed activity. All goods and services to be provided by the selected firm and its subcontractors must have their nationality, source, and origin in the United States or Venezuela. In no case shall goods or services having their nationality, source or origin in Venezuela exceed twenty percent of the amount of the grant provided by USTDA. Offerors shall prepare and submit three (3) copies of their proposal language in the Spanish language and one (1) copy of their proposal package in the English language. Proposals will be due by the close of business January 10, 1996. Proposal packages should consist of the following: Transmittal Letter; Cover/Title Page; Table of Contents; Introduction and Executive Summary; Company Information; Organizational Structure, Management Plan, and description of Key Personnel; Technical Approach and Work Plan; Experience and Qualifications; and other relevant information Offeror may choose to submit indicating capabilities of Offerors team. Individual proposals will be evaluated by a Selection Committee of representatives of FONTUR. The Committee will then conduct a final evaluation and completion of ranking of qualified Offerors and FONTUR shall promptly negotiate a contract with the best qualified Offeror. If a satisfactory contract cannot be negotiated with the best qualified Offeror, negotiations will be formally terminated. Negotiations shall then be undertaken with the second most qualified Offeror and so forth. Evaluation criteria will consist of the following: (1) General experience (size of firm, demostrated ability to provide qualified people, overseas experience with special emphasis in the Region demostrated ability to complete the study on time) up to (20 percent); (2) Special experience and expertise in highway corridor traffic improvement projects up to (20 percent); (3) Professional staff qualifications and capability (years of experience, overseas experience directly related to the project scope, relevant experience in the region, professional experience in hghway corridor traffic improvement projects, including intelligent transportation systems, travel demand management, corridor traffic flows analysis, design and implementation of demonstration projects, and cost/benefit analysis of traffic management measures in the broad field of roadway automation technology up to (40 percent); (4) Understanding of the problem and responsiveness of the proposal to the technical scope requirements of the project (20 percent). Price will not be a factor in contractor selection, and, therefore, cost proposals should NOT be submitted. FONTUR reserves the right to reject any and/or all Proposals. FONTUR also reserves the right to contract with the selected firm for subsequent work related to the project. FONTUR or USTDA are not bound to pay for any costs associated with the preparation and submission of Proposals.
