Support Services in testing automated multi-sensor fusion systems to be
used for operational and developmental test and evaluation missions at
the Air Force Flight Test Center (AFFTC). The United States AF intends
to procure on a non-competitive basis from General Telephone and
Electronics, (GTE), Electronic Defense Division, Mountain View, CA,
technical laboratory (simulation) test services for test planning,
testing and evaluating the operational and technical performance of
automated multi-sensor fusion systems using GTE's Coherent Signal
Simulator (CSS). The CSS is a one-of-a kind system designed by and
solely owned and operated by GTE. The CSS is a scenario-coherent
simulator that provides a real time coordinated high fidelity sensor
environment to the system under test. Requirements include the use of
sensitive compartmented information (SCI) to develop realistic,
operational threat laydowns which correctly reflect player geometry and
events associated with the simulated scenario. The CSS provides
scenario coherent C3 and Communication, Navigation, and Identification
(CNI) signal environments which can be presented to the RF sensors and
also provides a digital environment directly to the data fusion system
in which the digital control and digital data output of the sensors is
emulated. The CSS was developed expressly for conducting tests in a
laboratory that can replicate the free space range test environment.
GTE is the only known source capable of creating scenarios and
implementing the laboratory testing which can provide the simulation
coherency, target density, and scenario flexibility that replicates the
free space range test environment. An indefinite delivery contract with
a four-year period of performance is anticipated for award in February
1996. Interested contractors must submit clear and convincing
documentation that fully demonstrates their capability to meet the
Simulation Support Services technical requirements and provide evidence
that they possess a top secret facility clearance. Responses for the
