A -- OPPORTUNITIES FOR COLLABORATION IN THE TREATMENT, STORAGE & DISPOSAL OF HETEROGENEOUS WASTE SOL IPO-96-1076. The University of California which operates the Los Alamos National Laboratory (LANL) under contract to the Department of Energy (DOE), solicits interest from organizations wishing to participate in the ongoing efforts of the Environmental Management Program and the Chemical Sciences & Technology Division to assess technologies and problems related to the treatment, storage and disposal of low-level Heterogeneous Waste (HW). LANL is pursuing an innovative, biological-chemical treatment train for the effective treatment of HW, and is in the process of identifying potential customers and collaborators with interest in both the HW problem, and advanced solutions. HW, is defined as wastes containing bulk solids contaminated with one or more components subject RCRA, CERCLA, TSCA, or radiation restrictions; consequently, many of these wastes have limited treatment and disposal options. Examples of HW include: decontamination & decommissioning wastes (paint stripper wastes, soil & clean up debris), petroleum wastes (hydrocarbons, contaminated soils, metals, sludges), filter materials (paper, wood, cloth, solvents, metals), and waste treatment sludges and combustibles. Los Alamos is planning a demonstration to prove the biological-chemical treatment as a compliant alternative and effective, permanent treatment for HW. Features of the approach include: volume reduction, toxic organics destruction, & toxic metals removal/recycle. The demonstration is managed by a Life Cycle Planning (LCP) methodology, developed at Los Alamos to enhance the R&D process from basic research to commercialization. The LCP method couples technical and business feasibility in parallel, emphasizing the early integration of customers, regulators, and stakeholders throughout the technology development process. Los Alamos requests a written response from organizations with capabilities and/or interest in: 1) alternative technologies for the treatment, storage, and disposal of heterogeneous wastes, 2) collaborative proposal efforts with a focus in the HW problem, 3) biological, chemical, and environmental market research, 4) participation in the demonstration of the HW pilot on industrial and legacy-related wastes, and 5) potential collaborations via Memorandum of Understanding (MOU), Licensing Agreements, and/or Cooperative Research & Development Agreements (CRADAs). Methods of collaboration will be negotiated on an individual basis, and driven by various project and proposal requirements. This is not a request for proposals. Interested organizations are encouraged to reply with a statement of interest and a qualification summary describing the organizations's technical and business expertise, size and type of organization, and motivation for collaborating with the Laboratory in solving common HW problems. Each response should be prefaced with a cover letter specifying the areas of interest (items 1 through 5 above), and accompanied by a 5-page qualification summary. Any supplemental information regarding the organization (such as brochures, annual reports, etc.) That might aid Los Alamos in its review of capabilities will also be accepted.
