In accordance with FAR 4.505-1(b), this is to announce that the Volpe National Transportation Systems Center (Volpe Center) has been granted Interim FACNET certification by the Department of Transportation Acting Senior Procurement Executive. The Volpe Center has successfully demonstrated an Electronic Commerce/Electronic Data Interchange (EC/EDI) capability that conforms to the requirements established by Public Law 103-355, the Federal Acquisition Streamlining Act of 1994. As set forth in FAR Part 13, the Volpe Center shall use FACNET for each purchase expected to exceed $2,500 and not to exceed the simplified acquisition threshold of $100,000 except for the following exempted classes of procurements: 1) Research & Development; 2) Professional/Technical Services; 3) Facilities Maintenance; 4) Construction; and 5) Training. This is to further announce that effective the date of publication of this notice, for those items being procured via FACNET, the Volpe Center shall require that all FACNET solicitations be responded by offeror(s) via FACNET, unless otherwise authorized. If there are any modifications to the contracting office or DISA EC/EDI architecture as outlined in the EC/EDI Support Plan for Federal Agencies, the certification must be reviewed and revalidation may be required.
