COTS IN THE FLEET..A TWO-PART WORKSHOP ON NAVY & INDUSTRY ACQUISITION AND TECHNOLOGY PERSPECTIVES Part Two: ``..A New Way of Doing Business''. About the Program...The DOD community and the Navy in particular are undergoing significant changes while ``right-sizing'' in the New World Order. World problems are converging in a rapidly changing environment. Littoral & Shallow Water Warfare, Proliferation of 3rd World Diesel Submarines, CIS Submarine Fleet R&D investments, CIS Submarine deployments and reduced DOD budgets. Many seemingly diverse issues are also converging--new and innovative approaches in adapting to this changing world are manifest in concepts such as reduced development costs, reduced development time, technology insertion and, rapid deployment. It's commonly accepted that most DOD applications will keep pace with rapid computer technology advances through the integration of Commercial-off-the-shelf (COTS) equipment into mission critical fleet applications. However, much is unknown about ``how'' to implement a COTS strategy for the Fleet within the typical Navy program life-cycle. The intent of the COTS in the Fleet work-shop series is to define and understand the problems, such as long-term program life-cycle costs and ``modified COTS'' implications, as well as discuss potential solutions to this problem. The need and interest for a technology interchange between the Navy and Prime Contractors has now extended to include COTS technology manufacturers. This need has also driven the requirement for a healthy interchange of experiences, lessons learned and requirements between the Navy and this ``extended industry''. COTS in the Fleet Part II is Industry's response to Navy's requirements as presented in Part I held on 8 August 1995 in New London CT. The intent in COTS in the Fleet Part II is to offer potential approaches in solving COTS long-term life-cycle problems. Its hoped that through this forum, an exchange of new and innovative ideas may be gained to mitigate program risks and costs normally associated with major technology paradigm shifts.
