The proposed services are necessary to support OEE's climate change program in the following areas: literature review, document review, document preparation, logistical support for meetings, outreach support and database and modeling support. The contractor shall furnish the necessary personnel, materials, equipment, services and facilities. This procurement has been designated as an 8(a) Set-Aside. This procurement is a Competitive 8(a) procurement. The designated Standard Industrial Classifications (SIC) for this procurement are 7389, 7375, 7373, 7371. The Government intends to award based on initial submissions. However, the Government reserves the right to hold discussions and conduct negotiations. A cost plus fixed fee/ level of effort contract is anticipated for this procurement. The procurement will consist of a base year plus four (4) one-year option periods. The estimated direct labor hours for this procurement is 87,450 direct labor hours. Copies of the RFP should be available to prospective offerors by February 1, 1996.
