Development sources are sought in support of the Rome Laboratory's
INFOSEC Technology Office (RL/ERC-1) to conduct Listen Sessions for the
evaluation of digital speech communication systems. Two hundred seventy
(270) Listening Sessions are required over a period of twenty nine (29)
months. The following minimum testing requirements must be used to
conduct the Listening Sessions. 1) Mean Opinion Score (MOS), 2)
Degraded Mean Opinion Score (DMOS), 3) Diagnostic Rhyme Test (DRT), 4)
Communicability Test, and 5) Speaker Recognizabiltiy Test. Listening
Sessions are to be conducted at Rome Laboratory, Hanscom AFB, MA.
Facilities at Rome Laboratory include listener test sound rooms, sound
chambers for simulating operational environments, analog & digital
audio recording/reproduction equipment, Spectral Dynamics (SD360/350)
Spectrum Analyzer, and noise and input tape libraries. Offerors
interested in documenting their capabilities to perform this work
should reference Purchase Request FY76209607107 in responding to the
Deputy for Small Business, Attn: ESC/BC, Mr. Alan Hart, 275 Randolph
Road, Hanscom AFB, MA 01731-2818. Information on file at ESC/BC must be
supplemented to document the capabilities in the above stated areas.
Firms should also indicate their status if qualified as socially or
economically disadvantaged. Each offeror responding to submit with its
reply a name and telephone number for a point of contact. An Ombudsman
has been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source

only be contacted with issues or problems that have previously been
brought to the attention of the program manager and/or the contracting
officer and could not be satisfactorily resolved at that level. This
