The RDMS Emerald Light requirements synopized in the CBD of 19 October
1995 are resynopized as follows. The Naval Air WarfareCenter)Training
Systems Division, Code 2731, 12350 ResearchParkway Orlando, FL
32826-3224, intends to award a sole-source modification to the
N61339-92-C-0106,Range Data MonitoringSystem (RDMS) Upgrade contract to
procure base stations, repeaters, a central node, digital communication
interfaces (DCI's) plus installation, testing and demonstration
support. This hardware will be used to demonstrate an instrumentation
system, code-named Emerald Light, at the Marine Corps Air-Ground Combat
Center (MCAGCC), Twentynine Palms, California. Emerald Light will be
modeled after similar instrumentation systems used by the U.S. Army at
its Combat Training Centers and tailored to the needs of the Marine
Corps. Emerald Light will be a series of concept demonstrations
beginning in the fall of 1996 with the capability of supporting various
numbers and force structures of instrumented players (vehicles and
infantry) and a partial instrumentation system. The Emerald Light
Demonstrations will employ a Range Data Monitoring System (RDMS)
connecting Player Detection devices (PDD), Vehicle Detection devices
(VDD) and Mobile Independent Target Systems (MITS) to a Marine
Corps'operations center. The Marine Corps will be responsible for the
integration effort. Demonstration support will be required for an eight
month period, starting in September 1996. This support will provide for
the coordination, installation and verification of the demonstrations.
Motorola, Government and Space Technology Group, 8220 East Roosevelt
Street, PO Box 9040, Scottsdale, AZ.,85252-9040, is the only source
capable of providing the RDMS for the Emerald Light concept
demonstration. The Government does not have the descriptive
documentation to convey the engineering performance characteristics or
physical configuration of the RDMS. Motorola is the only source which
possesses the necessary data, current design, production facilities,
and expertise to deliver the required equipment. No technical
data/drawings are available nor is an RFP available. Authority and
Justification is Federal Acquisition Regulation (FAR) 6.302-1, only one
responsible source. Written respondents to this resynopsis are to be
submitted, within 15 days after publication in the CBD, containing a
