Newspaper is to be published weekly with an approximate circulation of 10,000 copies. Contractor will retain profits derived from advertisements. Award will be made to the offeror whose offer will be most advantageous to the Government, considering evaluation factors which may consist of technical quality, management quality, and quality control.
