Number: 96-03. The Ballistic Missile Defense Organization (BMDO)
intends to conduct a competitive, set-a-side for Small Business
procurement for the Operational and Maintenance support services to the
BMDO Information Systems Directorate. Contractor support shall be
provided to both the BMDO Information Systems support facility
(Pentagon) and the BMDO annex (Crystal City) locations. The BMDO
Information Systems Support Facility is a classified computer
operations center. Support shall be provided for communications,
Management Information System (MIS), two Computer Information Centers
(CICs), and future Information Sytem Architectural changes. Additional
services shall include projected increase in personal workstation
support for increasing BMDO staffing, management of ADP maintenance
support, ADP acquisition support, and contractor assistance with
periodic technology upgrades of the computer facilities. BMDO
communications consist of a LAN and WAN. The BMDO LAN is a backbone
network with dedicated local encrypted telecommunications lines. The
LAN employs a NOVELL NOS (Ver 3.1) and is classified to the SECRET
level. Three to five T-1 encrypted lines extend the network from the
Pentagon to the BMDO Crystal City Annex using a communications router
and KG encryption device. The BMDO network consists of approximately
350 personal computer workstations and 5 file servers. User
workstations employ NOVELL's GroupWise (Ver 4.1A) for Windows, which
include various COTS packages such as Dbase, MS Excel, Wordperfect, MS
Word, and MS PowerPoint. The BMDO WAN, through use of some of it's T1
lines, serves as the EAST Coast Hub for the BMDO classified CONUS
network. Support for the BMDO MIS includes the operation and
maintenance of the MIS database/application servers residing in the
Pentagon. The BMDO MIS resides on a Digital Equipment Corporation (DEC)
VAX 8820, a Digital Equipment Corporation (DEC) VAX 3100, and Novell
file servers. System software supporting the VAXs include VAX VMS
operating system software Version 5.5 as well as system management
tools such as Disk-Keeper and Dynaic Load Balancer. Two Computer
Information Centers (CICs) support BMDO users at the Pentagon and the
Crystal City Annex. The CICs provide many support services including
access to the LAN, the MIS, assistance to LAN users, assistance to
users in use of BMDO desktop software applications, coordination of
problem resolution in the operations center and telecommunications
network, and hardware maintenance. Support for future changes to the
BMDO Information System Architecture will include migration from the
local classified (SECRET) Novell network to a new LAN that will include
both a classified LAN and an unclassified sensitive LAN. The network
operating system (NOS) will be Windows NT and the workstations will
operate using WIN 95. The desktop application software will be
Microsoft Office professional with Access, MS MAIL, Scheduler+, and
other COTS packages. This change is planned for 1996. In addition, the
DEC VAX 8820 will be replaced with a DEC ALPHA Server 2100 running
OPEN VMS AXP Distributed. This change is scheduled for early 1996. The
operating system could possibly change to NT or DEC UNIX sometime in
the near future. The contract will be a Cost-Plus-Fixed-Fee Completion
contract with a Level of Effort (Task Order) line item. The contract
will have a 2-year base period with two 1-year options. The planned
contract award is in May 1996. The acquisition is being offered as a
total small business set-a-side limited to eligible small businesses as
defined in Standard Industrial Classification Code, 7379, Computer
Related Services, N.E.C. The Government intends to post any future
information related to this request to the BMDO Acquisition Reporting
