The Government does not own specifications or drawings to permit full and open competition. The Government intends to procure from the manufacturer, Howell Instruments, Inc. of Fort Worth, Tx under the authority of USC 2304 (c) (1) and FAR 6.302-1 and under an approved J & A. The items are replacement parts for an existing system. Firms that can recognize and produce the required items are encouraged to identify themselves. All responsible sources may submit a proposal which can be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. (0324)
