F -- NOTIFICATION OF REQUEST FOR INFORMATION FOR THE DEMONSTRATION OF TECHNOLOGIES FOR THE REMOVAL OF LEAD FROM SOILS Contact John Toohey, BDM Federal, (505) 848-5591. BDM Engineering Service Co. in Albuquerque, New Mexico has a task under Contract SEA 993-095-007 (Subtask 02-01/00) with the Defense Evaluation Support Activity (DESA) to conduct technology demonstrations to investigate the technical and economic feasibility of physical separation/leaching processes for the removal of lead contaminates from the soil at a small arms firing range at Fort Polk, LA. Vendors with field experience in conducting soil remediation projects involving heavy metal removal utilizing physical separation/leaching technologies are invited to submit information describing the technology and their relevant experience. Information is needed on processes which can be cost competitive with the stabilization/landfilling processes and result in the separation of the heavy metal from contaminated soil, achieve a substantial net waste volume reduction by rendering the soil non-toxic, and produce a metal concentrate to be recycled. Information on technologies which utilize physical separation in conjunction with acetic acid leaching is desired; however, information on technologies which involve removal or leaching processes other than acetic acid is also sought. Demonstrations of two processes are planned. Each process selected will require three months to mobilize, optimize, treat 1,000 tons of soil, and demobilize. The treatment capacity of the processing equipment will be approximately 2 to 3 tons per hour. BDM will supervise and manage all aspects of the demonstration to ensure that the demonstration goals are satisfied and that delays and slippages are avoided. This is not a request for proposals. Information collected during this phase will be used to develop a short list of potential vendors to perform the remediation demonstrations at Ft. Polk. EDM will prepare and distribute requests for proposals to the selected companies. Proposals will be evaluated by BDM and recommendations for final vendors selections will be provided to the Government. After approval of the source selection recommendations by the Government, BDM will award the demonstration subcontracts. It is anticipated that the request for proposals for the physical separation/acetic acid leaching process will be released on 11/23/95 with responses due by 12/21/95. The request for proposals for the alternate process will be released about 12/27/95, with a response date of 1/4/96. Subcontract awards are anticipated in late January 1996. (317)
