315/330-2308. REANNOUNCEMENT OF SOL BAA 92-05-PKRL which was originally
published 2 Nov 92 and reannounced 22 Oct 93 and 23 Dec 94. This
reannouncement increases the total funding for this BAA by $2.1 Million
(from $2.65M to $4.75M) and establishes a date for which the BAA is
open and effective (30 Sep 96). Rome Laboratory (RL) is soliciting
research white papers for innovative technologies applicable to the
exploitation of digital reconnaissance imagery. The modern imagery
exploitation environment is dominated by digital technologies
associated with imagery/information processing, display, storage and
retrieval, and reporting. The human imagery analyst must be able to
deal with multiple sources of imagery, utilize collateral information
(intelligence, signals, cartographic etc.) and address difficult
problems (mobile targets, target deception, shorter exploitation time
requirements, etc.) The imagery analyst is becoming increasingly
dependent on advanced technologies associated with automated target
detection/recognition, information correlation, imagery/information
storage/retrieval and display. In addition, there is an increasing
requirement to exploit imagery from civilian satellites and video
imagery from target acquisition and strike systems. Finally, there are
new requirements associated with providing imagery and associated
materials to the unit level operational forces. Synoptic imagery
coverage of the battlefield, target graphics, variable perspective
imagery and cartographic materials are examples of these requirements.
This BAA's areas of interest include, but are not limited to, machine
learning applied to large imagery data base query, video image
processing, artificial neural systems/parallel processing for automated
imagery exploitation, and visualization for multi imagery/data
exploitation. Technical effort will involve, but not be limited to,
studies, analyses, feasibility modeling, proof of concept
developments/demonstrations and imagery exploitation system
applications developments. THIS ANNOUNCEMENT CONSTITUTES THE ONLY
SOLICITATION. DO NOT SUBMIT A FORMAL PROPOSAL AT THIS TIME. Offerors
are required to submit three (3) copies of a one sided, 12 poit type,
single spaced, one inch margined white paper not exceeding four pages
with a cover letter indicating whether the offeror is a large, small,
woman-owned small, small disadvantaged business, Historically Black
College or University, or Minority Institution. White paper must
reference BAA #92-05-PKRL and will be formatted as follows: Section A:
Title, Period of Performance, Cost of Task, Name of Company, Section
B: Task Objective, Section C: Technical Summary, Section D: Cost
Summary. All responses to this announcement must be addressed to Rome
Laboratory/IRRE, ATTN: Paul Hagerty (Reference the RL BAA #92-05-PKRL),
32 Hangar Road, Rome, NY 13441-4114. Also send one copy of the cover
letter only by First Class Mail (DO NOT SEND CLASSIFIED) to Rome
Laboratory/BC, ATTN: Jan Norelli, Director of Small Business, 26
Electronic Pky, Rome, NY 13441-4514. The purpose of this white paper is
to preclude unwarranted effort on the part of an offeror whose proposed
work is not of interest under this BAA. Multiple white papers
addressing different areas of applicability may be submitted by each
offeror and are encouraged. Those white papers found to be consistent
with the intent of this BAA may be invited to submit a proposal.
Complete proposal instructions will be included with the invitation.
Such invitation does not assure that the submitting organization will
be awarded a subsequent contract. Proposals submitted as the result of
a favorable white paper will be evaluated as they are received.
Evaluation of proposals will be performed using the following criteria:
(a) The overall scientific and/or technical merits of the proposal, (b)
The potential contributions of the effort to the RL mission and the
extent to which the proposed effort will contribute to balancing the
overall R&D program of RL, (c) The offeror's capabilities, related
experience, facilities, techniques, or unique combination of these
which are integral factors for achieving the proposal objectives, (d)
The qualification, capabilities and experience of the proposed
principal investigator, team leader, and other key personal which are
critical to achieving the proposal objectives, (e) The offeror's record
of past and present performance and (f) The reasonableness and realism
of proposed costs and fees, if any, and availability of funds. No
further evaluation criteria will be used in source selection. The
technical and cost information ill be evaluated at the same time.
Options are discouraged and unpriced options will not be considered for
award. Complete instructions for proposal preparation and submittal
will be provided with the invitation RL issues in response to white
papers. Funding for the proposals selected from this announcement began
in FY'93. Total funding for the BAA is $4.75M distributed over FY-93 -
FY'96. Foreign and foreign-owned offerors are advised that their
participation is subject to foreign disclosure review procedures.
Foreign or foreign-owned offerors should immediately contact the
contracting focal point, Joetta Bernhard, for information if they
contemplate responding. Data subject to export control constraints may
be involved and only firms on the Certified Contractor Access List
(CCAL) will be allowed access to such data. The cost of preparing
proposals in response to this announcement is not considered an
allowable direct charge to any resulting contract or any other
contract. It is, however, an allowable expense to the normal bid and
proposal indirect cost specified in FAR 31.205-18. An Ombudsman has
been appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions are not considered to be ''significant concerns'' and
should be communicated directly to the Contracting Officer, Joetta
Bernhard, AC 315-330-2308. The purpose of the Ombudsman is not to
diminish the authority of the Contracting Officer or Program Manager,
but to communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. The Ombudsman
for this organization is Vincent Palmiero, Chief, Policy and
Management Division, at AC 315-330-7746. When requested, the Ombudsman
will maintain strict confidentiality as to the source of concern. The
Ombudsman does not participate in the evaluation of proposals or in
the source selection process. Responders are requested to provide their
Commercial and Government Entity Code (CAGE) number with their
submission and reference BAA #92-05-PKRL. This announcement is open and
effective until 30 Sep 96. Proposers are warned that only Contracting
Officers are legally authorized to commit the Government. All
responsible firms may submit a White Paper which shall be considered.
