CONSTRUCTION OF NEW MILITARY FAMILY HOUSING AT HANSCOM AFB. SOL

to issue a full and open competitive Request for Proposal (RFP) for the
demolition of existing military housing units and the design and
construction of new military family housing units located at Hanscom
AFB, MA. The principal items of work include but arenot limited to: all
materials, labor, supplies, testing, equipment, tools, transportation,
and supervision required to accomplish the project. The basic project,
Phase 2I, including the demolition and asbestosremoval of four family
housing buildings (8 dwellings each) and the design and construction of
thirty two (32) new family housing units (approximately 18,300 square
feet in total), which includes all necessary site work and lanscaping
on Government owned land. The demolition and construction will be
phased and procurement will be a one-step ''Design- Build'' process.
There will be options to include, but not limited to, the construction
of 3 bedroom units in lieu of 3 bedroom units and the desing and
construction of a playground. In addition, there will be an option to
award the next phase (Phase 2) of the project to include, but not
limited to, the demolition and asbetos removal of an addional set of
four family housing buildings (8 dwellings each), site adaptation and
construction of a road. The contractor will complete the work in
accordance with RFP# F19650-96-R-0004 and its attachments. A Firm Fixed
Price contract is planned with an expected period of performance of 18
months for the basic and an additional 12 months for the Phase 2
Option phase. The estimated magnitude of this project, including
options, is between $5M and $10M. The statutory limit of Phase 2I and
Phase 2 is $5,200,000 and $4,900,000 respectively. The nature of the
projects dictate the need for an experienced contractor that possessses
the management, financial, technical and equipment capabilities
required to design and construct military family housing units.
Qualified firms should have recent experience in the desing and
construction of military family housing units and sould demonstrate
experience in integrating and coordinating all aspects of the project.
Anticipated RFP release date is 15 December 95, with a projected award
date of 26 April 96. The Government plans to conduct a pre-solicitation
conference on 11 Dec 95 at 1:00 PM EST, Building 1520, First Floor
Conference Room, Hanscom AFB, MA. The conference will be used to
explain specifications and requirements to interested sources, provide
an opportunity to visit the site, and aid prospective contractors in
later submitting proposals with undue expenditure of effort, time, and
money. Each firm in attendance will receive a draft of the
solicitation. All interested firms should respond in writing within 15

be awarded without discussion. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during he proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or the
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate governemnt
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of the proposals or in the source

for both phases. The basic project (Phase 2I) is awaiting final
congressional and presidential approval. The Phase 2 option will be
