Labor, Beureau of International Labor Affairs (ILAB) requires technical
assistance in conducting SEED funded projects throughout Central and
Eastern Europe. Such assistance requires the use of experts in the
fields of employment and unemployment services, self-employment and
entrepreneurial skills development, vocational counseling and
development, occupational safety and health issues, labor-management
relations, social sector restructuring, social insurance development,
vocational skills development training and labor market analysis. The
contractor shall furnish all management, personnel, facilities and
materials to conduct this technical assistance. Up to two Labor-hour
contracts are contemplated. Request for the solicitation must be in
writing, citing solicitation No. RFP L/A 96-03, and should be received
within 15 days of this notice. Proposals will be accepted from small
businesses as defined under SIC Code 8299, having a size standard not
to exceed $5.0 million in average annual gross receipts over the last
three fiscal years of the organization, and they will be due within 30
