Woehrer, (301) 342-3753. The Logistics and Maintenance Engineering Support (LAMES) Services will be in support of the Naval Aviation Depot, Jacksonville, Florida. The LAMES services will require performance in the area Jacksonville, Florida. The Statement of Work for the proposed solicitation will include tasking such as: 1. Provide Logistics and Maintenance Engineering Support to conduct investigations to resolve critical questions and to establish corrective courses of action for Weapons and Avionics systems, subsystems, components, Support Equipment, Automatic Test Equipment and Test Program Sets. Conduct investigations and technical studies to identify the current status of pertinent Integrated Logistics Support elements affecting the overall maintenance program for the weapon or avionics systems, subsystem, components, support equipment, automatic test equipment, or test program sets. Review and independently assess Engineering Change Proposals, Technical Directives and publication changes, and related documents to assure that Integrated Logistics Support requirements are properly addressed and are consistent and within known program constraints. Identify their impact on life cycle logistics planning. Recommend baseline schedules for incorporation of Engineering Change Proposals/Rapid Action Minor Engineering Changes and compare actual status against the baseline. Monitor and track Engineering Change Proposals, Technical Direction changes and recommended remedial actions. Document and report the results of each Engineering Change Proposal analysis in Engineering Change Proposal Status Manual. Analyze provisioning requirements based on demand and usage, high revision rate, retrofit and modification, inadequate documentation, start-up problems, and training. 2. Provide In-Service Engineering support for maintenance of Weapons and Avionics systems, subsystems, components, Support Equipment, Automatic Test Equipment and Test Program Sets to maintain safety and proper operational commitments. Review, analyze, and develop systems, subsystems, and Weapon Replaceable Assemblie, Shop Repairable Assemblies, failure modes, effects analysis, and failure mode effects criticality analyses. Develop, evaluate and conduct general and specialized test and analysis related to specification/material certifications, process specifications, maintenance task developments, failure analysis, process controls, verifications of material tasks, material processes, specifications, and standards. Develop, collect, review, and analyze data and data collections systems. Provide Readiness Improvement Status Evaluation and other status reports, identifying current fleet readiness problems, mission capability/full mission capability, factors causing readiness degradation, corrective action, and get well dates. Real data sources and other will be utilized. 3. Provide Technical support in the development of technical data and graphics for Weapon and Avionics systems, subsystems, components, Support Equipment, Automatic Test Equipment and Test Program Sets. Develop, update/maintain technical plans and reports; Military Handbooks; Directives; Standards, and Manuals; weapons systems publications; technical manuals, equipment specifications, operational descriptions, and computer documentation. Develop technical manual source data such as manuscript data, illustrations, wiring diagrams, parts lists and tables for both new and existing technical manuals. Prepare microfilm, microfiche or aperture cards for technical data such as technical manuals, engineering drawings, historical data, technical plans and reports. Prepare drawing packages and associated lists relative to equipment and configuration changes. The contractor shall be capable of developing Level 1, 2 and 3 drawings. 4. Provide Management Support to aid the program managers or project managers in the management of assigned program plans and Test Program Sets. Develop and recommend management control techniques to track modifications, plans, and reports; to analyze and track scheduled verses actual events; and to respond to requests for technical information on similar items. Provide storage, receipt, inventory, issue and shipping support for Government-leased warehouse facilities. Conducting periodic inventories of Government material in storage and preparing and submitting inventory reports utilizing Government Furnished Equipment. The contract will be awarded for a base period of performance and four option periods of performance. Te work effort for base period of performance is estimated at 32 work years, and 32 work years for each option period of performance. The type of contract contemplated is an Indefinite Delivery Indefinite Quantity Contract utilizing Fully Burden Fixed Hourly Rates on Delivery Orders. All responsible sources may submit a proposal which shall be considered by the agency. This requirement is a total Set-Aside for Small Business. Classifies under the Standard Industrial Code 8711 indicating a concern including its affiliates, having an average annual sale or receipts for its preceding three fiscal years not in excess of $13,500,000.00 is a small business. The Contracting Officer will accept requests for the solicitation only in writing.
