CONTRACT INFORMATION: A firm fixed-price architect- engineer contract will be negotiated for the concept, preliminary, and final design and construction phase services (optional) for the subject project. All work must be performed by or under the direct supervision of licensed professional engineers and/or architects. The project design will be developed using the metric (SI) system of measurements. This procurement is unrestricted. The anticipat- ed contract award date is Jan 96 and the final completion date is Dec 96. If a large business is selected for this contract, and the contract amount exceeds $500,000, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. For your information, the subcontracting goals for Tulsa District are 65% for small business and 10% for small disadvantaged business. The plan is not required with this submittal. 2. PROJECT INFORMATION: Key elements of this project are: Construct a Universal Function Test Range consisting of a multipurpose function test building, ammunition vaults, two observation points, firing pads, and hardstands. Air conditioning (5 tons) will be provided by self-contained system. Primary facilities will consist of an armored front metal building with observation room and two observation points. The supporting facilities consist of all items outside the perimeter of the range and include utilities and information systems. The estimated construction is between $ 1M and $ 5M. 3. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria in descending order of importance are: a. Specialized experience and technical competence in (1) recent design of similar type military facilities, (2) construction cost estimating and preparation of estimates on IBM-Compatible personal computers using Corps of Engineers Computer Aided Cost Estimating System (M-CASES Gold) (software provided), (3) producing CADD drawings in either Intergraph Micro Station or Micro Station PC Format, (4) producing quality designs, (5) ability to access a ComputerizedAutomatic Review Management System (ARMS) via modem, and (6) construction phase services. b. Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with delivery schedules. c. Qualified professional personnel with experience in the following disciplines, but not limited to: architect, civil, corrosion control, electrical, environmental, fire protection, mechanical, and structural engineering. Other required team members are landscape architects, specification writers, and estimators. d. Sufficient capacity to submit the Concept Design by April 1996, and complete the design by December 1996. e. Location of the firm in the general geographical area of the project. f. Volume of DoD contract awards in the last 12 months as described in Note 24. 4. SUBMITTAL REQUIREMENTS: See Note 24 for general submittal requirements. Interested firms having the capabilities to perform this work must submit one copy of SF 255 (and a SF 254 for the prime firm and all consultants) to the above address no later than 4:30 p.m. on 11 Dec 95. Solicita- tion packages are not provided. This is not a request for proposal. The SF 255 should specifically address the requirements of this announcement. Responding firms are requested to clearly identify those tasks to be performed in-house and at what office, and those tasks to be subcontracted and at what office. Responding firms are requested to identify all computer capabilities in Block 10 of their SF 255. Also in Block 10 of the SF 255 describe the firm's design quality control plan, including coordination with subcontractors.
