74128. 17. 1. CONTRACT INFORMATION: A firm fixed-price architect-
engineer contract will be negotiated for the concept, preliminary, and
final design and construction phase services (optional) for the
subject project. All work must be performed by or under the direct
supervision of licensed professional engineers and/or architects. The
project design will be developed using the metric (SI) system of
measurements. This procurement is unrestricted. The anticipated
contract award date is Jan 96 and the final completion date is Dec 96.
If a large business is selected for this contract, and the contract
amount exceeds $500,000, it must comply with FAR52.219-9 regarding the
requirement for a subcontracting plan on that part of the work it
intends to subcontract. For your information, the subcontracting goals
for Tulsa District are 61% for small business and 9.8% for small
disadvantaged business. The plan is not required with this submittal.
2. PROJECT INFORMATION: Key elements of this project are: Renovate
34,500 SF of MCAAP buildings No. 2 & 4, to provide classroom, storage,
and Administrative space for the United States Army Defense Ammunition
Center and School (USADACS). The renovation will include the
installation of an elevator for handicapped access and the pack out
area located in the basement of building 2. Air conditioning (126 tons)
will be provided. Asbestos abatement must be performed on these
facilities prior to the start of alterations. Renovate 7,500 SF of
building 221 to provide space for Ammunition Peculiar Equipment (APE)
and containerization testing. Renovation will include new lighting and
interior surfaces. Construct a 15,000 SF insulated/steel frame
building to accommodate inert Ammunition, Chemical, Rocket and Missile
Trainers. Restrooms and an overhead traveling crane will be provided.
Air conditioning will be provided (38 tons). The estimated
construction cost is between $ 5M and $ 10M . 3. SELECTION CRITERIA:
See Note 24 for general selection process. The seection criteria in
descending order of importance are: a. Specialized experience and
technical competence in (1) recent design of similar type military
facilities, (2) construction cost estimating and preparation of
estimates on IBM Compatible personal computers using Corps of Engineers
Computer Aided Cost Estimating System (M-CASES Gold) (software
provided), (3) producing CADD drawings in either Intergraph Micro
Station, or Micro Station PC Format, (4) producing quality designs, (5)
ability to access a Computerized Automatic Review Management System
(ARMS) via modem, and (6) construction phase services. b. Past
performance on DoD and other contracts with respect to cost control,
quality of work, and compliance with delivery schedules. c. Qualified
professional personnel with experience in the following disciplines,
but not limited to: architect, civil, corrosion control, electrical,
environmental, fire protection, mechanical, and structural engineering.
Other required team members are landscape architects, specification
writers, and estimators. d. Sufficient capacity to submit the Concept
Design by April 1996, and complete the design by December 1996. e.
Location of the firm in the general geographical area of the project.
f. Volume of DoD contract awards in the last 12 months as described in
Note 24. 4. SUBMITTAL REQUIREMENTS: See Note 24 for general submittal
requirements. Interested firms having the capabilities to perform this
work must submit one copy of SF 255 (and a SF 254 for the prime firm
and all consultants) to the above address no later than 4:30 p.m. on
the 30th day after the date of this announcement. If the 30th day is
Saturday, Sunday or Federal Holiday, the deadline is 4:30 p.m. of the
next business day. Solicitation packages are not provided. This is not
a request for proposal. The SF 255 should specifically address the
requirements of this announcement. Responding firms are requested to
clearly identify those tasks to be performed in-house and at what
office, and those tasks to be subcontracted and at what office.
Responding firms are requested to identify all computer capabilities in
Block 10 of the SF 255. Also in Block 10 of the SF 255 describe the
firm's design quality control plan, including coordination with
subcontractors. Cover letters and extraneous material are not desired
and will not be considered. Personal visits to discuss this contract
