Furnish all plant, labor, materials and equipment to provide removal of a buried oil contaminated training structure. The work shall include the removal, treatment, and/or disposal of the structure, piping and appurtenances, and soil and gravel materials to return site to original grade. The work is located at the Fire Fighting School Area at the U.S. Coast Guard Reserve Training Center in Yorktown, VA. Contract performance time is forty-five (45) calendar days after notice to proceed. Estimated range is between $25,000 - $100,000. This is an unrestricted procurement per PL 100-656, Business Opportunity Development Reform Act of 1988. Offers will be accepted from both large and small businesses. For the purpose of determining size status, a small business is one whose average annual receipts for the preceding three years does not exceed $7 million (SIC 1794). This solicitation is subject to the availability of FY96 funds. Solicitation packages will be available o/a 01 December 1995 for a nonrefundable fee of $10.00 per set; requests will be honored until supply is exhausted. Written requests must be accompanied by a certified check, cashier's check or money order payable to the U.S. Coast Guard in the amount of $10.00; no telephone requests for solicitation packages will be accepted. A pre-bid conference/site visit will be held o/a 18 December 1995; reservations must be made through the Procurement Clerks at (804) 898-2340. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
