U -- COMMAND AIRCRAFT CREW TRAINING (CACT) SERVICES POC Ms. Lisa Mackin at (407) 380-4047 or Ms. Mary Lee Schuck at (407) 380-4031 17. The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) Program which includes providing all labor, equipment, training facilities, tools, training materials, supervision and other services necessary for academic, aircrew coordination, and simulator training for the following aircraft: C-9B (McDonnell Douglas DC-9 simulator of FAA Level B or higher certification required); CT-39E/G (Sabreliner Model 60 simulator of FAA Level A or higher certification required); and T-39D (Sabreliner Model 40 simulator having the basic capabilities of an FAA Visual Level A certification). Each flight simulator's cockpit/functions must duplicate the above aircraft and be capable of simulating all NATOPS normal/emergency procedures and each must have, as a minimum, freeze capability, environmental controls and library facilities. Pilot course completion standards/flight tolerances for all procedures and maneuvers in flight simulator training must meet FAA Airline Transportation Pilot/Type Rating Practical Test Standards; however, an actual FAA check flight or student FAA certificate is not a requirement. In addition to the flight simulator, a cockpit familiarization trainer shall be available to students. Simulator instructors and instruction shall utilize Navy checklists for normal and emergency flight. All contractor instructors provided for training services shall, as a minimum, be FAA certified in the subject and aircraft being taught (i.e., Simulator Instructors: Airline Transport Pilot (ATP) or Certified Flight Instructor-Instrument (CFI-I) type rating; Ground School Instructor: Basic and Instrument FAA Ground School, FAA Flight Engineer or ATP/CFI-I FAA rating; FAA exemptions accepted). Contractor will be required to submit for government approval an Approved Training Syllabus (ATS) for each course that meets applicable requirements of the Naval Air Training and Operations Procedures Standardization (NATOPS) for each of the above cited aircraft. The C-9B Pilot Initial Training shall be a maximum of 13 days in length (approximately 80 total hours consisting of 50hours academic training, 24 hours simulator time, 6 hours simulator brief/debrief time). The C-9B Pilot Refresher Course shall be a maximum of 5 consecutive days in length (approximately 40 total hours consisting of 20 hours academic training, 16 hours simulator time, 4 hours simulator brief/debrief time). The C-9B Crew Chief/Flight Engineer Initial Course and C-9B Crew Chief/Flight Engineer Refresher Course shall be concurrent and the same as the Pilot Initial Course and Pilot Refresher Course, respectively, except during simulator periods, crew chiefs will only observe and react only in those situations which require their participation (e.g., as described in NATOPS and ACT). The CT-39E/G Pilot Initial Training shall be a maximum of 10 days in length (approximately 71 total hours consisting of 41 academic training, 24 hours simulator time, 6 hours simulator brief/debrief time). The CT-39E/G Pilot Refresher Course and T-39M Pilot Refresher Course each shall be a maximum of 5 consecutive days in length (approximately 34.5 total hours consisting of 19.5 hours academic training, 12 hours simulator time, 3 hours simulator brief/debrief time). The CT-39E/G Crew Chief/Flight Engineer Initial Course and CT-39E/G Crew Chief/Flight Engineer Refresher Course shall be concurrent and the same as the Pilot Initial Course and Pilot Refresher Course, respectively, except during simulator periods, crew chiefs will only observe and react only in those situations which require their participation. The CT-39E/G Maintenance Initial Course shall be a maximum of 10 days covering 60 hours of organizational level maintenance training with practical applications and 2 hours of cockpit procedures training (using a cockpit procedures trainer or flight simulator). The CT-39E/G Maintenance Refresher Course shall be a maximum of 5 days covering 30 hours of organizational level maintenance training with practical applications and 1 hour of cockpit procedures training (using a cockpit procedures trainer or flight simulator). The normal training day is 9 hours and normal length of daily crew rest time will be 10 consecutive hours. No course shall be more than 5 days consecutive training without time off to allow for absorption of materials. Ground school training shall include limited theory of aerodynamics; but include high altitude flight characteristics, high and low speed flight, areas beyond the flight envelope, and flght characteristics with emphasis on displays available to pilot (i.e., flight cues). Aircrew Coordination Training (ACT) shall be addressed during simulator periods and simulator briefs/debrief periods and/or in a classroom academics environment. Simulator training shall minimally incorporate checklists, operational events, taxiing, take-off landing, approaches (VFR/IFR), instrument event procedures, flight maneuvers/procedures events, emergency/abnormal/systems failures procedures and crew resource management. The period of performance will not exceed 5 years. Organizations possessing a proven capability to provide the above are invited to submit their qualifications. Interested parties should state exactly which CACT platform they can support (i.e., C-9, UC-12B, etc.). Submit only unclassified information for consideration. With their response, vendors must indicate if they are a small business, small disadvantaged business or a woman-owned business. The technical qualifications/capability response shall be limited to 12 pages maximum. Charts depicting capability info will be acceptable. Replies to this synopsis must reference CBD Notice #/Date and be received within 15 days after date of publication. Responses by telegram, telephone or responses combining more than one synopsis reference number will not be honored. This synopsis is for information planning purposes only, does not constitute an RFP, and should be forwarded at no cost to the Government, annotated as such.
