Based on the recent BLSM II Pre-Solicitation Conferences/meetings and vendor questions/comments regarding the acquisition, the Government intends to conduct a meeting with BLSM II potential prime offerors on Wednesday, 8 Nov 95 from 0730 to 1630. The specific location of the meeting will be provided once the details have been finalized. This meeting is to afford BLSM II potential prime offerors the opportunity to participate with the Government in refining the Section M evaluation criteria (including specific criteria, Cost (PEM), PRAG, COE demonstration, and SCE). Please limit participants to no more than two (2) representatives from each prospective prime offeror to facilitate open discussion during the meeting. The Government's goal remains to limit the evaluation criteria to only those criteria that afford significant value to the Government in selecting the most credible and capable proposal. In order to make this meeting productive, we request each offeror provide the top three (3) criteria within each factor that they feel represent the most significant discriminators (not limited to those in the draft RFP). Please include the key attributes the Government should consider in developing standards. The Government recommends using the Government guidance on developing evaluation criteria/standards to be placed on the HQ SSG AQ BBS by 2 Nov 95. The input that will be used for the meeting needs to be provided in writing and on diskette in a form that is readable by MS Word and should not identify the offeror in any way. Please provide this no later 12:00 PM CST 6 Nov 95 to the BLSM II Contracting Officer Dianne C. Ohlandt or Contract Specialist Marcie D. Edge at the address above. Also, provide written confirmation of planned attendees via facsimile at (334)416-3434 or (334)416-1755 no later than 12:00 PM CST 6 Nov 95. For this meeting to be productive, active participation by prospective offerors, both prior to and during the meeting, is essential. The Government will not associate any of the inputs received to any offeror either before or after the meeting. The Government reserves the right to cancel this meeting if we conclude that active and productive participation will not be achieved. In te event of cancellation, interested parties will be notified by Monday, 6 Nov 95. If the proposed approach for this meeting is likely to stifle active participation, please notify the Contracting Officer immediately. Subsequent to the 8 Nov 95 meeting, the inputs received prior to the meeting will be placed on the HQ SSG AQ BBS along with the refined evaluation criteria resulting from the meeting.
