D -- BASE LEVEL SYSTEM MODERNIZATION (BLSM II)/AIR FORCE GLOBAL COMBAT SUPPORT SYSTEM (AF-GCCS) SOL F01620-95-R-A245 POC DIANNE C. OHLANDT, Contracting Officer, (334) 416-1753. Headquarters Standard Systems Group (HQ SSG) anticipates release of the Final Request of Proposal (RFP) o/a 22 Nov 95 for the Base Level System Modernization (BLSM II)/Air Force Global Combat Support System (AF-GCSS) acquisition. The Air Force requires a contractor to modernize, evolve, and maintain standard Air Force and Department of Defense (DoD) Automated Information Systems (AISs) primarily hosted on a family of open Common Operating Environments (COEs) that will be available for a variety of hardware platforms. The modernized systems will be implemented and sustained worldwide using hardware, software, and communications capabilities available from standard open systems Government contracts (e.g., Desktop V, SuperMini, I-Case, ULANA II, Database Machine, SBIS) and communications infrastructure programs (e.g., DMS and CITS). The Government expects full and open competition. The ID/IQ portion of the contract has a ten year ordering period with the exception of the item for NDI software and licenses (CLIN 0006) which has 15 year ordering period. Sustainment of Program Management (CLIN 0001) is for one base period plus nine one-year options. This contract will include Cost-Plus-Fixed-Fee (CPFF), Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ), Labor-Hour, and Cost-Reimbursement CLINs. An award fee will be used to incentivize the overall performance of the contract.
