301/443-0043 The Office of Applied Studies of the Substance Abuse and
Mental Health Services Administration is conducting a market survey to
determine availability and potential technical capability of small
businesses. The applicable standard industry code for this acquisition
is 7379. The size standard for which a concern including its
affiliates, having average annual sales or receipts for its preceding
three (3) fiscal years not in excess of 18.0 million dollars. Small
business sources are sought which possess the capability to produce
statistical reports from the Drug Abuse Warning Network (DAWN) Which
has two components 1) a national probability survey of hospital
emergency departments (EDs) to collect data on drug-related visits and
2) a nonrandom sample of medical examiner (ME) facilities to collect
data on drug related deaths. Small Businesses which beleive they have
the capability to perform this requirement are invited to submit
capability statments in an original and five copies no later than 10
days from the date of this announcement. Information furnished must
establish the firms status as a small business and the firm's extensive
experience and expertise in analyzing data from complex sample surveys.
Specifically, information furnished shall include documented experience
with and knowledge of: 1) sample design and estimation from large
national surveys of health facilities: 2) analyzing complex sample
survey data; 3) manipulating large data files and creating extract
files using software packages such as SAS; 4) producing detailed
computer generated tables using software packages such as table
producing language (TPL); 5) running and maintaining a complex
statistical estimation system; 6) developing mathematical models and
procedures for producing representative estimates from source data
files: 7) performing complex editing procedures 8) producing variance
estimates; 9) performing statistical tests; 10 developing and/or
modifying software for constructing generalized variance models 11)
writing statistical reports; 12) preparing data displays using software
packages such as Free Lance or Harvard Graphics; and 13) preparing
camera ready reports. This is not a Request for Proposals. No RFP is
currently available. Interested firms must submit capability
