(904)234-4863. The Coastal Systems Station (CSS), DD, NSWC, intends to
award a contract to Georgia Tech Research Institute (GTRI) on a sole
source basis. This contract will be a follow-on to contract
N61331-93-K-0035, which was awarded on the basis of GTRI's proposal
submitted in response to a CSS Broad Agency Announcement. The subject
of the previous contract was ''A New Approach to High Resolution Sonar
Imagery.'' This follow-on contrtact will require continued efforts to
further develop the concepts explored under the previous contract.
Specifically: development of a RVQ algorithm to classify objects by
their acoustic backscatter signals; performance of a full set of
performance tests using CSS's standard acoustic backscatter data base
supplied GFI; testing of the robustness of the RVQ algorithm using
synthesized reverberation and clutter at 12, 15, and 20 dB
signal-to-noise ratio; investigating the selection of target features
based on the maximal class discrimination criteria rather than the
minimal residual criteria, and; investigating the selection of
algorithm architecture and time-frequency decompositions (e.g.,
wavelet-like transforms) which will result in performance invariant to
target aspect. The new contract will include an option for continued
performance in FY 97 to improve the algorithms and evaluate their
robustness against other CSS acoustic data bases. A second option for
conitued performance in FY 98, to support NSWC/DD/CSS with the advanced
technology demonstrations (ACTD) planned in FY 98, will also be
