Floyd, 804-824-1410. 59--(1) Bit Synchronizer/Signal Conditioner, Scientific Atlanta Model No. 924-2-6--3 ea. Unit shall be capable of accepting I and Q signals from Scientific Atlanta Model 924-1 Demodulator. Unit shall filter, differential decode the JERS-1 satellite data, bit synchronize, and output data and clock in differential ECL. Unit shall plug into a Scientific Atlanta Model 924-2 Bit Synchronizer Chassis and have compatible cabling. Unit shall include the following specifications: (a) Bit Synchronizer Type: zero-crossing tracking loop; (b) Input Symbol Rate: 60 MBPS QPSK modulation; (c) Input Impedance: 50 OHMS; (d) Clock Timing Acquisition Time: 100 msec max with EB/NO=6 DB; (e) Clock Timing Acquisition Range: +\- 0.5% of symbol rate (QPSK); (f) Sync Clock RMS Jitter (EB/NO=6 DB): (1% of symbol rate; (g) Decoding: 4-state differential (JERS-1); (h) Performance (10^-2 to 10^-7 BER): within 2 DB of theoretical for QPSK. (2) Material and services necessary to modify McMurdo Ground Station control software to control and status the bit syncs in Item 1. Software shall be Hewlett Packard UNIX based and X-Windows compliant--1 ea. This is a notice of intent to issue Request for Quotation (RFQ) 822-45648/716 on a noncompetitive basis in accordance with 10 U.S.C. 2304(c)(1), ''Only One Responsible Source,'' to Scientific Atlanta, Inc., Atlanta, Georgia. Delivery to Wallops Island, VA is required within 180 calendar days after award. It is estimated the RFQ will be issued 15 days after publication of this notice. All components must 100% compatible and interface with existing equipment supplied to the Government by Scientific Atlanta. Item 1 is a plug-in module for Scientific Atlanta 924-2 chassis.
