Request for Proposal (RFP) will be issued on a full and open competitive Firm Fixed Price basis for the procurement and installation of Modification Work Order (MWO) Kits in support of the TRAILBLAZER AN/TSQ-138A Interference Cancellation Upgrade effort. The Government will provide one production representative model and a copy of the current Technical Data Package (TDP). The contractor will analyze the model and TDP, updating as necessary. A total of 39 systems are anticipated to be upgraded under this Firm Fixed Price effort. In addition, spare subassemblies and components will be procured under this effort. Final award will be made on a best value basis. Contract performance will require personnel and facility clearances for ''SECRET'' and clearance to receive and integrate ''COMSEC'' equipment and ''No Foreign Dissemination'' information. Personnel and facility clearances must qualify for a ''SECRET'' as well as ''No Foreign Dissemination'' level before the RFP can be released.
