Fleet and Industrial Supply Center Norfolk, Detachment Washington DC
(FISC) has a requirement for Information Technology (IT) support
services at the National Institute of Health (NIH), Bethesda, MD. This
requirement is part of the Computer Equipment Resources and Technology
Acquisition for NIH (CERTAN). This solicitation is the follow-on to
draft solicitation N00600-95-X-0494, and contains changes resulting
from industry comments and suggestions. Contractors MUST issue a new
request for a copy of this solicitation identified by solicitation
number N00600-96-R-0373. The scope of the requirement is to provide
comprehensive technical support services to meet scientific,
managerial, and administrative computing requirements within NIH. These
services include, but are not limited to, the following areas:
Programming and Analysis, Help Desk Support, Training, Technology
Assessment, Supplemental Operations, Integration, Software
Documentation Management Support, On-Site LAN and Computer Support, and
Networking Support. The computing environment consists of a diversity
of desktop platforms including approximately 13,000 Intel based
personal computers, 3,500 Macintoshes, 100 VMS Systems, and 500 UNIX
workstations. Most systems are attached to a network consisting of
approximately 250 ethernet, token ring, and Fiber Distributed Data
Interchange (FDDI) LANs all interconnected through an FDDI backbone. In
addition, NIH and other government personnel use centrally supported
MVS mainframes, a Silicon Graphics Challenger server system, a Convex
C3830 supercomputer, an Intel iPSC/860 highly parallel system, and an
IBM RS/6000 Power Parallel SP highly parallel system. A copy of the
solicitation can be obtained by sending a fax request for a copy to the
FISC Customer Service Center listed above. This solicitation is not
available electronically. The proposed contract type is Indefinite
Delivery, ndefinite Quantity, Cost Plus Fixed Fee. The period of
performance will include one (1) base year and four (4) one-year
options. The estimated level of effort for the base year is 693,560
labor hours and a total of 4,892,060 labor hours for five years.
Contractors are required to meet the following subcontracting plan
requirements based upon annual contract dollar values: Small
Disadvantaged Business Concern 15%, Small Business Concern 10%, and
Women Owned Business 5%. The SIC code is 7379. This requirement for IT
support will be procured on an unrestricted basis utlizing the Best
Value Source Selection method. The General Services Administration
(GSA), Delegation of Procurement Authority (DPA) case number is
KAA-95-0048. A pre-proposal conference will be held on 15 December
1995, at 9 A.M. Registration for the pre-proposal conference is
required and shall be done in accordance with Clause L.19 of the
