CONTROL SYSTEM, BUILDING 1215 SOL 1-144-GGK1.1219 DUE 122195 POC Bid
Distribution Office, (804) 864-2547. The contractor shall design,
configure, fabricate, integrate, install, and test all materials,
equipment, components, and systems necessary for upgrading the Heating
Plant Control System. The work includes but is not limited to, the
following: A) Provide final configuration and installation drawings for
this control system upgrades. Provide as-built markups of existing
facility drawings. B) Provide central control room operator interface
stations (i.e., IBM PC or compatible), associated equipment, and
enclosures. C) Relocate existing boilers No.1, 2, and 3 controls and
monitoring equipment from their present location to a new location next
to associated boilers. Install in GFE enclosures and rewire to existing
control devices and sensors. Interface boilers 1, 2, 3, and 5 equipment
to new control room equipment. D) Provide local/remote control and
monitoring of common plant equipment. Interface to existing local
control panel and motor control center (MCC). Provide a programmable
logic controller to interface with new control room equipment, existing
local panel and MCC. Provide necessary enclosure for housing the
equipment. E) Provide new data loggers and enclosures for housing the
equipment. F) Provide and mount instrumentation for compressor area
equipment. Provide process sensor tape for installed instrumentation.
G) Monitor alarm panel status monitoring contacts. H) Provide all
necessary wiring, conduit, terminal strips, and enclosures, for a
complete working system. I) Provide all system integration and software
for a complete working system. J) Provide interface with existing
audible alarm system. Provide new silencer pushbuttons and associated
wiring. PLC programming shall turn on/off the audible alarm system as
necessary. K) Provide training of Government personnel. L) Provide
contract closeout documentation. Shop and/or installation drawings
prepared specifically for this project shall be updated to reflect the
final as-installed configuration and shall be submitted in both
electronic media format and as a set of reproducible drawings. Contract
is to be completed by October 31, 1996. Estimated cos range is between
$250,000 and $500,000. All responsible sources may submit a bid which
