Agency (EPA) intends to negotiate a sole source contract with Technical
Assessment Systems, Inc. (TAS) of Washington, D.C. for technical
support to refine the Exposure Potential Matrix (EPM) model, a dietary
exposure database system that correlates food consumption and
contaminant residue information in a format that allows the
prioritization of highly contaminated foods for use in exposure
estimates, and to further maintain, manage, and strengthen the EPM
system by incorporating current, future, and past databases. Currently,
EPM consumption databases are created through the use of TAS
proprietary software (TASDIET), and consumption data is mapped to
residues using recipe files created by TAS. The contaminated residue
databases available to EPM currently includes the FDA Total Diet Study
and monitoring program, the Pesticide Residue Information System, and
the California Pesticide Monitoring Program. EPM is used to estimate
the importance of dietary exposure in EPA multi-media exposure projects
and to identify food categories and items most accountable for these
exposures. Interested vendors offering identical or equivalent support
as described above, must identify their interest and fully document
their capability to meet the agency's requirements by forwarding a
detailed response within 45 days from publication of this announcement.
All requests must be in writing and include company name, point of
contact, telephone number, and sufficient technical documentation for
the Government to determine the ability to meet the requirement such as
evidence of competence in the following areas: identifying and
assessing the national food databases; demonstrating the capability of
using TASDIET or comparable procedures to extract information from
consumption databases compatible for inclusion in EPM; demonstrating
capability to evaluate and extract residue data for inclusion in EPM;
and citing past clients as references for similar work. The intent of
this synopsis is to determine if any source(s) exist and therefore, no
RFP is available. Consequently, any response(s) failing to provide the
aorementioned data but instead choosing to merely submit their routine
letter requesting a copy of the RFP will be ignored. Responses shall
be submitted to : U.S. Environmental Protection Agency, Bid and

Washington, D.C. 20460. Vendors responses shall be in writing and
reference ''EPM-Technical Support''. Telephone request will not be
