of the Office of Naval Research announces an Acclerated Capabilities
Initiative (ACI) program in the area of Corrosion Detection Technology
Development in support of Condition Based Maintenance for ships and
aircraft. This research and development thrust targets
systems/applications in four areas: (1) detection of corrosion in pipes
without removing insulation, (2) detection of corrosion in valves and
identification of materials upgrades, (3) remotely monitoring the
protectiveness of coatings in tanks containing seawater, and (4)
detection of hidden corrosion in aircraft and helicopters. While this
program concentrates on the development of detection technology, the
program will be defined in conjunction with Navy laboratory specialists
in the four technical areas noted, in order to ensure the rapid
application of technology innovations in Navy systems. Accordingly,
various Navy laboratories will act as the lead laboratories in the four
areas noted above. Innovative corrosion detection research that holds
the promise of substantial improvements in measuring the amount of
material lost by corrosion, thereby alerting one to replace corroded
parts before failure occurs, should be summarized in a three to five
page concept paper that describes the corrosion detection research
proposed as well as its expected impact in the four target applications
areas. Along with a rough order of magnitude of the proposed program's
cost, these concept papers should be submitted to Dr. A. John Sedriks,

The following criteria, listed in descending order of importance, will
be used to evaluate the concept papers: (1) general scientific,
technical or socioeconomic merits of the paper, (2) potential
contribution of the effort to the overall mission, (3) the offeror's
capabilities, related experience, facilities, techniques, or unique
combinations of these that are integral factors for achieving the
proposed objectives, (4) the qualifications, capabilities, and
experience of the proposed principal investigator, team leader or key
personnel who are crtical in achieving the proposed objectives, (5)
realism of the proposed cost and availability of funds. Selected
participants will be invited to submit full technical and cost
proposals for evaluation by ONR and Navy lead laboratory personnel
using the above noted evaluation criteria. This announcement
constitutes a Broad Agency Announcement as comtemplated by FAR
6.102(d)(2). This announcement is open for one year from date of
publication. Although concept papers will be accepted throughout the
year, the evaluation of those papers initially received will begin
