58 -- DISASSEMBLY AND REINTALLATION OF TRACKING INSTRUMENTATION SUBSYSTEM SOL N00421-92-C-0129 POC Becky Wathen, (301) 342-1855 Ext. 135, Contracting Officer. This is a notice of intent to negotiate on an Other Than Full and Open Competition basis, a new procurement modification to contract N00421-92-C-0129. The contractor is Applied Data Technology, Inc. (ADTI). This new procurement modification will involve the disassembly of Tracking Instrumentation Subsystems (TIS's) currently located at the Pinecastle Electronic Warfare Range in Astor, Florida which is a part of the MCAS Beaufort Tactical Aircrew Combat Training System in Beaufort, South Carolina and have the TISs reassembled at the training range located at Camp Lejeune, North Carolina. Contract N00421-92-C-0129 was competitively awarded to ADTI and they successfully developed, installed, integrated, and tested the Pinecastle Range including all hardware, software, and datalinks to IOC. Due to Base Realignment and Closure recommendations, it has become necessary to relocate the Beaufort Range to Camp Lejeune in order to meet the fleet training requirements. This sole source new procurement modification is justified in that ADTI has developed the TISs being utilized at Beaufort and has the sole data rights to the system design and configuration. Therefore, they are the sole source able to disassmeble and reassemble their proprietary TISs while still maintaining the interface capabilities with the datalinks that were also developed by them.
