Specialist. Architect-Engineer (A/E) Services are required for
preparation of plans, specifications, cost estimates, related studies
and all associated engineering services for several projects under an
indefinite quantity contract for Naval Air Station, Kingsville, Texas.
There is likely to be a variation in the complexity and size of the
architectural design projects issued under this contract as Delivery
Order (D.O.). However, no single D.O. will exceed $75,000 in total
fees. The duration of the contract will be for one (1) year from the
date of an initial contract award, with a guaranteed minimum amount of
$25,000.00 for that period. The proposed contract includes a
government option for the same terms and conditions of the original
contract for a period of an additional one (1) year. A maximum of
$199,000 in D.O. fees are possible during each 12 month period of the
contract, not to exceed $398,000 for the entire contract. Design
services may include renovations/alterations of existing facilities;
minor construction projects less than $250,000; landscape;
planning/concept studies; field investigation of existing conditions;
and asbestos/lead paint surveys. A/E firms responding to this
announcement will be evaluated on the following criteria in descending
order of importance: (1) Professional qualifications necessary for
satisfactory performance of required services; (2) Specialized
experience and technical competence in the type of work required of the
proposed engineering/technical staff who will perform the work; (3)
Past performance on contracts with Government agencies and private
industry in terms of cost control, quality of work and compliance with
performance schedules; (4) Auto CADD capability; (5) SPECS-IN-TACT
capability; (6) Ability to coordinate several projects concurrently
with specific examples of type, size and magnitudes. (7) Volume of work
awarded to the firm by the Department of Defense during the past 12
month period; (8) Geographic location of the firm with respect to the
project. The initial work will be Special Project R2-96 for interior
and exterior architectural renovation including landscaping of the
existing Air Operations Building 1770, with an estimated cost of
construction in the range of $250,000 and $500,000. Type of Contract:
Indefinite Quantity. Estimated start date, March 1996. A/E firms which
meet the requirements described in this announcement are invited to
submit completed SF-254 and SF-255, US Government Architect-Engineer
Qualifications to the office shown. The SF-255 must clearly indicate
the office location where the work will be performed and the
qualifications of the individuals and subcontractors proposed to work
on the contract. Firms responding to this announcement by 30 November
1995 will be considered. In the case where an insufficient number of
SF-255's are received, the firms having a current SF-254 on file with
this office may be requested to submit a SF-255. This is not a request
