Contracting Officer, 919-541-4392. The Environmental Protection Agency
has a requirement for emissions testing of suspect noncomplying engine
families. The contractor will be required to operate the Virginia
Testing Laboratory (VTL), an automotive emissions testing facility
located in the Springfield, Virginia area. Operation of the laboratory
shall include the following: procuring test vehicles, conducting
federal emmissions test by performing light duty vehicle exhaust
emissions, performing diagnostic inspections and maintenance, and
analyzing emissions failures. It is anticipated that 150 to 350
vehicles from the 1993, 1994, 1995, and 1996 model year prodcution
shall be procured and from 375 to 475 Federal emissions test will be
performed over the base two year period of performance. Plus, an
additional 75 to 175 vehicles may be procured and an additional 190 to
240 federal emissions tests may be performed if the Statement of Work
in the contract is increased to include 1997 model production year.
The Government anticipates awarding a cost-plus-fixed-price completion
type contract for this requirement. The RFP is expected to be released
around November 17, 1995. Proposals will be due approximately thirty
days after the RFP issuance date. For informational purposes, the
incumbent contractor is EG&G Automotive Research. The current contract
No. is 68D30054 and the expiration date is July 26, 1996. A copy of
the source list will be provided at the time the solicitation is
issued. Interested parties may obtain a copy of the solicitation by
submitting a written request to the above address. Telephone and
telefax requests will not be accepted. A limited number of copies are
available. Only one copy will be issued to a corporate entity,
regardless of the number of requests from one or more geographic
